In order to standardize the behavior of property service charges in our city, safeguard the legitimate rights and interests of owners and property service enterprises, and promote the healthy development of the property service industry, with the consent of the municipal government, we decided to adjust the standard of property service charges in our city and rationalize the management of charges. We hereby notify you as follows.

The first is to adjust the charging standard for property services.

1. The charging standards for property services are adjusted as follows: 5-star 2.20 yuan/m2/month, 4-star 1.30 yuan/m2/month, 3-star 1. 10 yuan/m2/month, 2-star 0.80 yuan/m2/month,/. This standard is the highest price limit, and there is no limit to fluctuation.

2. The elevator electricity fee and the secondary water supply electricity fee are shared according to the actual situation. The specific allocation method shall be negotiated by the property user and the property service enterprise and agreed in the property service contract. There should be obvious differences between different floors or different areas, and the highest cost users should not exceed 0.35 yuan/square meter/month.

3. It is approved that the owner entrusts the property company to remove the decoration garbage up to 4.00 yuan/m2, and the access card (certificate) is up to 20.00 yuan/piece (the first three pieces are free).

4. If the house is vacant for more than six months during the prophase realty service in the ordinary residential realty management area, the owner or the realty user shall submit a written application to the realty service enterprise, and pay the realty service fee according to 80% of the realty service charge standard agreed in the prophase realty service contract after the realty service enterprise confirms (in principle, water, electricity and gas are not used as the measurement standard). (All the above must be stipulated in the property service contract. )

5. The electricity fee for the corridor (including the corridor of the upper and lower rooms and the garage) is included in the basic property fee standard, and there is no additional charge.

6. This standard is tried out for one year. After the probation period, formal standards will be formulated according to the operating costs and the affordability of the owners.

Two, standardize the management of property service charges for the record.

1. The principle of "unified policy and territorial management" is applied to property service charges. The municipal price department shall, jointly with the municipal housing and urban-rural construction department, be responsible for formulating and adjusting the charging standards and management of property services in urban areas (including Development Zone and Beidaihe New District). The competent price departments of all districts shall, jointly with the housing and urban-rural construction departments at the same level, be responsible for the filing and daily supervision and management of property service charges within their respective jurisdictions.

County-level price departments shall, jointly with the housing and urban-rural construction departments at the same level, be responsible for the formulation, adjustment and supervision and management of property service charges within their respective jurisdictions.

2. Clarify the nature of pricing. Property service charges are differentiated according to the nature and characteristics of different properties, and government-guided prices and market-regulated prices are implemented respectively. Before the establishment of the owners' meeting, the public property service charges in residential areas (except villas) were subject to government guidance prices. After the establishment of the villa, the owners' meeting, residential quarters and other non-residential property service charges will be subject to market adjustment.

Star-rated property service standards and residential star-rated service levels are formulated and approved by the county housing and urban-rural construction departments. After the star service level of residential area is determined, the competent price department shall put on record and implement the corresponding star service charging standard. The charging standard of star service is the highest price limit, and there is no fluctuation limit.

3. Real estate developers shall, according to the star-rated service level of residential areas approved by the county housing and urban-rural construction departments, select and employ pre-realty service enterprises through public bidding, and the realty service enterprises and owners shall not exceed the maximum price set by the price and housing management departments, otherwise the competent price department shall not put it on record.

This notice shall be implemented as of the date of issuance.
