According to the Road Traffic Safety Law, "road" refers to roads, urban roads and places where social motor vehicles are allowed to pass, including squares, public parking lots and other places for the public to pass. According to its use characteristics, it is divided into highways, urban roads, factory and mine roads, forest roads and rural roads. The passage in a closed community is not the road referred to in the Road Traffic Safety Law. According to the relevant laws and regulations, a traffic accident in a closed community cannot be judged according to the provisions of the Road Traffic Safety Law, so both parties can only choose to settle by themselves or be handled by an insurance company. If there is a traffic accident in the community due to retrograde, the staff of the insurance company said that in case of such an accident, it is generally recommended that both parties negotiate, and if the negotiation fails, they will choose to call the police. Traffic signs in residential areas have no legal effect, and property companies have no right to punish violations of traffic signs. If there is a traffic accident, only the "perpetrator" can be investigated for civil liability.

Article 119 defines the meanings of the following terms in this Law:

(1) "Road" refers to highways, urban roads and places that are under the jurisdiction of units but allow social motor vehicles to pass, including squares, public parking lots and other places for the public to pass.

(2) "Vehicles" refer to motor vehicles and non-motor vehicles.

(3) "Motor vehicle" refers to a wheeled vehicle that is driven or towed by a power plant, travels on the road, and is used for carrying passengers or articles and carrying out special engineering operations.

(4) "Non-motor vehicles" refer to vehicles driven by human or animal power and running on the road, as well as motorized wheelchairs, electric bicycles and other vehicles for the disabled whose design maximum speed, no-load weight and overall dimensions meet the relevant national standards.

(5) "Traffic accident" refers to an incident that causes personal injury or property loss due to vehicle failure or accident on the road.
