Can the property be forced to leave after the development post hands over the property?

You can't. The developer is the biggest owner of the development project in the project sales stage, but once the "Pre-Property Service Contract" is signed with the winning property company, the relationship between the developer and the property company is both parties to the contract. If the developer is not satisfied with the successful property company, the two parties can negotiate. If the negotiation fails, they can go through the court, but the developer cannot force the property to leave.
