Chapter I General Principles

Article 2 Reform the "one thing, one discussion" general contracting construction mode of power supply and distribution facilities in newly-built residential quarters, standardize the construction content and allocation principle, and carry out the construction after classified bidding according to the approved charging standard of construction area and the principle of market specialization, and entrust power supply enterprises to organize acceptance.

Chapter II Scope and Content

Article 3 These Measures shall apply to the power supply and distribution facilities of all newly-built residential quarters within the jurisdiction of Chongqing Municipality. Newly-built residential quarters refer to newly-built commercial housing, commercial and residential housing, affordable housing, public rental housing, low-rent housing and resettlement housing. , excluding residents' self-built houses.

These Measures are not applicable to non-elevator houses with all overhead lines on the high and low voltage sides of villages, high-voltage power supply customers with electricity voltage of 10 kV and above in residential areas, and temporary construction of new residential quarters.

Article 4 The power supply and distribution facilities in newly-built residential quarters refer to the power supply and distribution facilities from the power supply point of the power grid to the residents' "one household, one meter" electric energy metering device (including meter box and watt-hour meter), and the power supply and distribution facilities of community public facilities with the outlet of public distribution room as the terminal.

Community public facilities include public lighting, public parking garage, elevator, water pump, fire fighting, supporting properties and residential quarters, as well as kindergartens, schools and small enterprises with electricity load below 100 kW.

The development and construction unit of the newly-built residential district is responsible for the routing channel of power supply and distribution facilities, land requisition, civil construction of power distribution room and cable trench, young crop compensation, demolition, municipal fees and other procedures, and bear the corresponding expenses.

Chapter III Construction Standards

Article 5 In order to protect consumers' rights and interests, the design standards and engineering quality of power supply and distribution facilities in newly-built residential quarters shall conform to the relevant provisions of the state, industry and the Guiding Opinions on the Configuration of Power Supply and Distribution Facilities in Newly-built Residential Quarters in Chongqing (for Trial Implementation).

Article 6 The basic power supply capacity of newly-built residential quarters shall be configured according to the following standards:

(3) With the revision of the relevant regulations of the state and industry and the Guiding Opinions on the Configuration of Power Supply and Distribution Facilities in New Residential Areas in Chongqing (Trial), the relevant provisions on the configuration of power supply capacity will be adjusted accordingly.

Chapter IV Construction Methods

Seventh new residential development and construction units in the power supply enterprises to apply for formal electricity, must also be commissioned to start the residential power supply and distribution facilities construction procedures. The residential power supply scheme can be planned once and implemented by stages. The development and construction unit shall pay the construction funds in installments in accordance with the charging standards formulated in these Measures. Article 8 The power supply and distribution facilities in newly-built residential quarters are related to public interests and public safety, and their construction must completely follow the principle of marketization. Engineering design, construction, materials, supervision must be in accordance with laws, regulations, rules and the relevant provisions of our city for bidding. Power supply enterprises are bidders for power supply and distribution facilities projects. The bidding activities shall be supervised and implemented by the Municipal Development and Reform Commission.

Article 9 Power supply enterprises shall publicize the construction contents, allocation principles and charging standards in a prominent position in their business premises and websites, and consciously accept the supervision of development and construction units, relevant enterprises, the public and competent departments.

Chapter V Fund Management

Chapter VI Maintenance and Management

If the development and construction unit chooses not to hand over the power supply and distribution facilities to the power supply enterprise, the responsibility for the subsequent operation, maintenance, emergency repair and renewal of the power supply and distribution facilities shall be borne by the owner. The development and construction unit shall clearly inform the owner when selling the house, and shall bear relevant legal responsibilities if it fails to fulfill its obligation to inform.

Chapter VII Others

Thirteenth power supply enterprises have one of the following acts, investigated and dealt with by the relevant departments of the municipal government according to law:
