Does public rental housing pay property fees?

According to Article 42 of the Property Management Regulations, the property fee shall be borne by the owner of the house. For public rental housing, the property fee shall be borne by the lessee.

Property fees usually include cleaning and sanitation fees, greening of equipment used in the community, maintenance and operation fees, wages and benefits of management service personnel, etc. The collection of property fees is to maintain the normal operation of environmental sanitation, facilities and equipment, provide management services and ensure the living environment and quality of life of residents.
