2. Enjoy the following preferential policies for the development and transformation projects of dilapidated houses and shanty towns by means of total land transfer:
(1) The municipal finance shall raise subsidy funds for the development and transformation of dilapidated houses and shanty towns (including land transfer fees paid by development enterprises, local retained portion of taxes paid by development enterprises, policies and funds for striving for, etc.), and set up special accounts for special purposes. 70% of the land transfer fee payable is returned to the development enterprises as government investment for the development and transformation projects of dilapidated houses and shanty towns. Land supply in shanty towns with dilapidated houses is sold by public listing. In the process of listing, there is a bidding, and the land use right can be sold by means of decreasing return ratio bidding. After the transaction price is paid in one lump sum, the subsidy will be in place within 15 working days.

(4) The planning and design of the shantytown renovation project of dilapidated houses will not be adjusted after it does not exceed the national hard standard, bad rate and land delisting.
(5) The departments of electric power, heat, water supply, drainage, gas, etc. have no supporting pipe network outside the red line of the development and transformation project of dilapidated houses and shanty towns or have not met the supporting requirements of the project. According to the planning requirements, it will be built simultaneously to the red line of the community. Part of the required construction funds will be solved from the supporting fees of urban infrastructure for the development and renovation project of dilapidated houses and shanty towns collected by the municipal finance, which will be used for the construction of heating, water supply and drainage networks, and the difference will be built by the self-raised funds of heating, water supply and drainage enterprises; The cost of electric power external network transformation is paid according to the construction area of 20 yuan per square meter; The cost of gas external network transformation shall be paid by the development enterprise according to the 700 yuan of each household. (6) The municipal government will take a one-on-one approach to the renovation of dilapidated buildings and shanty towns that are really difficult to implement, with the consent of the mayor's office meeting or the municipal government executive meeting.
(seven) the municipal government has made clear the preferential policies for the development and transformation of dilapidated houses and shanty towns, and this policy has not been implemented; If the resettlement compensation agreement is not signed for the development and transformation projects of dilapidated buildings and shanty towns that have been delisted, this policy will be implemented.

(3) Direct monetary compensation; District and county governments pay compensation funds to shanty town residents, who buy, lease or use them for other expenses through the real estate market.

The scope of the government's purchase of shed reform services is limited to the land acquisition and demolition services, resettlement housing raising and public welfare infrastructure construction that the government should undertake, excluding supporting commercial housing and operational infrastructure in shed reform projects.
(2) Promote the cooperation mode between government and social capital. Actively promote various government-social capital cooperation (PPP) modes such as franchising of urban infrastructure construction and operation. All localities should establish and improve the overall coordination mechanism of financial input and price compensation for urban infrastructure construction, reasonably determine service prices, deepen cooperation between government and social capital, and promote sustainable development.
(3) Construct the main body of diversified shed reform. Encourage enterprises of various ownership to undertake the task of shed reform as the main body of implementation. Local original financing platform companies can establish a modern enterprise system through market-oriented restructuring and realize market-oriented operation under the premise of clearly announcing that they will no longer undertake government financing functions in the future, and undertake shed reform as the main body of implementation. After the transformation and transformation of the original financing platform company, the borrowed debt is marketized and is not included in the government debt. The government shall perform the responsibilities of the investor according to law within the scope of capital contribution, and shall not provide guarantee to the original financing platform company.
(4) Give play to the supporting role of development finance. Project implementers who undertake the task of shed reform and are included in the supporting construction plans in various places can carry out market-oriented financing according to the cooperation contracts between the government and social capital such as the Agreement on the Purchase of Shed Reform Services and the Franchise Agreement, and banking financial institutions such as development banks will issue loans to eligible implementers accordingly. On the premise of legal compliance and controllable risks, the development bank can provide transitional funding arrangements for eligible implementing entities through special bridge loan. Encourage the Agricultural Development Bank to increase the loan support for eligible implementers' reconstruction of villages in cities, reconstruction of dilapidated houses in rural areas and supporting infrastructure construction within its business scope. Encourage commercial banks to provide loans for shed reform and supporting infrastructure construction to qualified implementers.
