On September 23, the Housing and Urban-Rural Development Bureau of Xi City, Shaanxi Province issued the Notice on Promoting the Verification of Rental Houses by Brokerage Agencies and the Online Signing and Filing of Lease Contracts.

The Notice makes it clear that if a real estate agency is entrusted to publish the information of housing rental, it must verify and record the ownership of the house through the "Xi Real Estate Agency Account Opening and Second-hand Housing Transaction Management System" (hereinafter referred to as the "transaction system") to obtain the verification code of the house. Without the housing ownership verification and filing of the trading system to obtain the housing verification code, the network information platform shall not be released.

The lease transaction of the real estate brokerage agency shall be signed and filed by the real estate brokerage agency through the trading system within 30 days from the date of the lease transaction.

Xi Housing and Urban-Rural Development Bureau indicated that if the real estate brokerage agency had reached a lease transaction and signed a lease contract before the issuance of the Notice, the real estate brokerage agency should import the lease contract offline (own system or platform) before 10 and 15, or sign the lease contract online through online filing of the trading system.

Xi Housing and Urban-Rural Development Bureau requires the housing and construction departments of all districts, counties and development zones to strengthen the supervision and management of the verification of leased houses under their jurisdiction and the online signing and filing of lease contracts. For those who fail to carry out the verification of rental housing and sign the lease contract online for the record according to the requirements of the Notice, they should talk in time, give a written warning and order rectification within a time limit. If it is not changed within the time limit, the second-hand housing online signing service port will be suspended, and the social credit system construction leading group office and relevant administrative departments will be submitted for joint punishment.

According to the requirements of the Ministry of Housing and Urban-Rural Development and other eight departments, the housing rental market order is an aspect of regulating the real estate market order in recent places.
