Among them, the sustainable development capacity of high-tech zones rose from the 77th to the 57th, which is the biggest increase among the three first-class indicators. The sub-indicators include the growth rate of employees, the growth rate of enterprises and the growth rate of total tax paid by enterprises.

The evaluation of national high-tech zones is one of the contents of the national innovation investigation system, which is jointly issued by Torch High-tech Industry Development Center of the Ministry of Science and Technology and China High-tech Zone Research Center every year.

The evaluation report is mainly based on the evaluation index system of innovation ability of national high-tech zones, and consists of 25 secondary indicators in five aspects: innovation resource agglomeration, innovation and entrepreneurship environment, innovation activity performance, innovation internationalization and innovation-driven development.

The evaluation report presents the development status of innovation ability of national high-tech zones in the form of total indicators, reveals the innovation ability construction and innovation development performance of national high-tech zones from five aspects, and dynamically monitors the innovation development status of national high-tech zones.
