The real estate administrative department at or above the county level shall, jointly with the urban management, civil affairs, public security, price and other relevant departments, guide and supervise the property management according to their respective functions and duties, give full play to the important role of neighborhood offices or township people's governments in strengthening the construction of community party organizations, guiding the owners' assembly and owners' committee, and supervising property management activities, establish and improve the joint meeting system of property management, and maintain community harmony and stability.

Eleventh the following matters shall be decided by the owner * * *:

(a) to formulate and amend the rules of procedure of the owners' congress;

(2) Formulating and amending management regulations;

(three) to elect the owners' committee or replace the members of the owners' committee;

(four) the selection and dismissal of property services companies;

(five) to raise and use special maintenance funds;

(six) the renovation of buildings and their ancillary facilities;

(seven) other major matters related to the management of * * * and * * *.

Twelfth decisions on other matters stipulated in Article 11 of these regulations shall be approved by the owners whose exclusive parts account for more than half of the total building area and more than half of the total number of people.
