Paragraph 2 of Article 42 of the Property Management Regulations stipulates that the property that has not been sold and has not been handed over to the property buyer shall be paid by the construction unit. That is to say, the property fee from the beginning of property management to the owner's occupancy in the preliminary property service contract is paid by the developer to the property company, which can be paid in one lump sum according to the contract, or settled quarterly, semi-annually or once a year.
If the developer refuses to pay the property fee without justifiable reasons, the property company has the right to bring a lawsuit to the court, and the property company has a great chance of winning the case.
