However, if the property service contract signed by the owners' committee and the property management enterprise comes into effect before the agreed term of this contract expires, the previous property service contract signed by the developer will be terminated.

2. How to change the property without the owners' meeting?

It is clearly stipulated in the Regulations on Property Management that the hiring and dismissal of property service enterprises are decided by the owners. The owners' committee shall conclude a written realty service contract with the realty service enterprise. Literally, it seems that the owners' committee has no right to change the property, and only all owners can exercise this right. However, according to other provisions of the Property Management Regulations, the owners can directly authorize the industry committee to make certain decisions.

The property management of residential quarters is ultimately decided by the owners which property management company to manage, but the owners' choice must be agreed through unified channels before it can be implemented.
