Notice on strengthening the management of rental houses and floating population during the epidemic prevention and control period

In order to do a good job in the prevention and control of the epidemic situation in COVID-19, effectively cut off the transmission route of the virus, resolutely prevent the spread of the epidemic situation, and ensure people's life safety and health, according to the principle of territorial management during the Class I response to major public health emergencies in Shandong Province, the relevant matters concerning further strengthening the management of rental houses and floating population in Fushan District are hereby notified as follows:

A, who returned to Fushan District, non Yantai municipal household registration of floating population, should be within 24 hours of arrival at the place of residence, take the initiative to report to the local police station for registration.

Second, if the floating population has symptoms such as fever and cough, or has close contact with people in confirmed, suspected cases and areas with serious epidemic situation, they must report to their units and community neighborhood committees within 1 hour, or directly contact designated hospitals in their respective jurisdictions for fever outpatient treatment. The floating population who return to Fushan District must take the initiative to register and report to the unit and the neighborhood committee of the residential community at the first time. In recent 14 days, the floating population with a history of living and contact in key epidemic areas should consciously accept prevention and control measures such as centralized isolation in addition to timely reporting. Refusing isolation treatment or leaving isolation treatment without authorization before the expiration of isolation period. According to the relevant provisions of the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases, the public security organ shall assist medical institutions to take compulsory isolation treatment measures.

Three, rental housing owners and housing agencies, the housing has been leased to the floating population, in accordance with the provisions of the "Interim Measures" of Shandong Province floating population service management, within 24 hours from the date of the lessee's arrival, the lessee information report to the local police station. At the same time, we should actively assist and cooperate with the health and epidemic prevention department to understand the tenant's living history in recent 14 days, and do a good job in monitoring and registering personnel's body temperature. Those who come from key epidemic areas or find that their body temperature exceeds 37.3 degrees should immediately report to the disease control department or community neighborhood Committee.

Four, rental housing mainly for rental housing safety inspection, supervise the lessee to perform safety duties, guide the lessee to use electrical, gas and other facilities safely and conduct regular safety inspection and maintenance, use the rental housing in accordance with the provisions on fire safety management, equipped with fire safety equipment, and shall not block the fire safety passage. If any potential safety hazard such as fire is found, it shall be eliminated in time or the lessee shall be notified to eliminate it.

5. When employing non-Yantai household registration personnel or receiving returned personnel from other places, the employing unit shall, in accordance with the provisions of the Interim Measures for the Service Management of Floating Population in Shandong Province, report the information of the employed personnel to the public security organ within 24 hours from the date of arrival. At the same time, it is necessary to assist the disease control department to understand the life history of migrant workers in the past 14 days, do a good job in body temperature monitoring and registration, and strictly implement relevant prevention and control measures for people from or who have been to key epidemic areas. If employees in key areas are found, they should call to suspend their work first, and report and register relevant information in time according to territorial requirements to achieve full coverage and no omissions. Once a suspected patient is found, contact the disease control department immediately.

Six, the floating population in the rental housing to implement home isolation measures, it is strictly prohibited to leave the rental housing without authorization, if the lessee does not listen to discourage determined to leave, the rental housing owners should promptly report to the territorial neighborhood Committee after learning.

Seven, in order to avoid cross infection, the floating population or rental housing owners, housing rental agencies, employers and other related businesses to declare the floating population residence registration, are now all implemented online. Related businesses can be handled through the Shandong public security account registration platform and the official account of "Shandong Micro Police" WeChat.

Eight, who do not fulfill the reporting responsibility, conceal, omit, conceal or refuse to cooperate with the relevant departments to do a good job in epidemic prevention and control, the floating population, employers, rental housing owners and rental agencies will be severely punished by the public security organs in accordance with the "People's Republic of China (PRC) Public Security Management Punishment Law", "Interim Measures for the Service Management of Floating Population in Shandong Province" and relevant laws and regulations.
