Who will pay the property fee three months after the house is rented out?

It's your duty to do that. Under normal circumstances, if you rent out the house, the property fee will still be borne by you. Because you use the property service during the contract period, you should pay the property fee according to the contract. Even if the lease is up, your contract will expire.
