In order to further improve the accurate prevention and control of epidemic situation in communities and rural areas, fully restore the normal production and living order in areas with low risk of epidemic situation, promote enterprises to resume production, and facilitate people's travel, life and employment, according to the epidemic prevention and control regulations promulgated by the state, provinces and cities, combined with the actual situation of our city, relevant matters are hereby notified as follows:

1. Each community cancels the epidemic prevention and control pass and no longer restricts people from entering and leaving the community; Village groups are forbidden to set up "hard isolation" measures to restore normal life order.

2. The entrances and exits of all communities and village groups are manned 24 hours a day, and the entrants are registered for temperature measurement by using "travel QR code" or "health pass code" to avoid paper registration. Time-sharing and segmented access restrictions should not be set.

3. Guide the vehicles in the community to enter the hospital in an orderly manner, park them in the garage in a standardized way, check the body temperature of the people inside the vehicle, and prohibit taking too many prevention and control measures to restrict vehicles from entering and leaving the community due to epidemic prevention and control.

4. Strengthen the care for returning migrant workers and renters. On the basis of implementing the registration method of temperature measurement, special restrictions shall not be set at will. Such personnel should actively cooperate with the epidemic prevention and control work.

5. In order to avoid a large number of people and vehicles gathering due to code scanning and temperature measurement, each community can appropriately increase the number of people and entrances and exits according to the situation of people and vehicles entering and leaving.

6. All communities and village groups and property management companies should do a good job in epidemic prevention and control, and insist on regular sanitary cleaning and daily disinfection of public places and key parts such as internal roads, activity squares, fitness equipment, residential elevators and corridors.

7. Implement classified management for bottom-level business households and rural commissary, and support operators to carry out normal business activities on the basis of doing a good job in epidemic prevention and disinfection of business premises.

8. Overseas returnees should take the initiative to truthfully report their personal information to communities and village groups at the first time, and obey and cooperate with necessary epidemic prevention and control measures.

9. Advocate the general public to strengthen prevention and control at home, develop good personal hygiene habits, wear masks when going out, actively cooperate with epidemic prevention and control personnel to do epidemic prevention work, and truthfully report personal matters.

10. All departments at all levels should strictly observe disciplines and rules, and implement the responsibility of epidemic prevention and control in detail. Discipline inspection and supervision departments at all levels should go deep into the front line of epidemic prevention and control at the grassroots level, supervise and inspect the implementation of various epidemic prevention and control measures, and ensure that normal production and living order can be restored as soon as possible while doing a good job in epidemic prevention and control.
