This kind of electricity may be industrial electricity.

Third, hotel apartments, shopping malls or office buildings use electricity. Because the cost of one meter per household is very high, some developers only set up a master meter in order to save this money. Therefore, the user table is not from the power bureau, and can only be collected by the property management.

And even if the electricity bill is handed over to the property, it is actually just that the property collects it for the power supply department.
