Property management service fee, referred to as property fee for short, refers to the fees charged by property owners and users who entrust property management units to carry out daily maintenance, repair, rectification and other services related to residents' lives in residential areas, such as buildings and their equipment, public facilities, greening, sanitation, transportation, public security and environment.

First, the principle of property management fees

1. Property management service charges shall follow the principles of reasonableness, openness and adaptability to the affordability of owners and users.

2, property management fees should be based on the nature and characteristics of the services provided, respectively, the implementation of government pricing, government guidance price and operator pricing.

3. Public services such as public sanitation, public facilities maintenance, security and greening provided to property owners and users, as well as public agency service charges such as utilities, gas, cable TV and telephone charges collected, shall be subject to government pricing or government guidance.

4. For the special services provided according to the individual needs of property owners and users, the service charges shall be determined by the operators themselves, in addition to the unified charging standards stipulated by the government price departments. The charging standards for property management services subject to operator pricing shall be determined through consultation between the property management enterprise and the community owners' committee or the owners' representatives and users, and the charging items and charging standards shall be filed with the local price department.

Second, the provisions of the property management fee:

1. The charging standard for sold public houses shall be formulated by the Municipal Price Bureau in conjunction with the Municipal Real Estate Bureau;

2, ordinary residential commercial housing charges, by the property management companies and owners or owners committee in the district and county price departments in conjunction with the real estate management department to determine the benchmark price range;

The fees for other service items shall be determined through consultation between the property management enterprise and the owners' committee or between the owners and users;

4. The items and standards charged by property management enterprises shall be announced. If the property management service fee has been charged to the owner or user according to the regulations, no other unit or individual may charge the same fee repeatedly. Without the entrustment of the owners' committee or the owners and users, the owners and users shall not pay the service fees provided by the property management enterprises themselves.

Third, the basic composition of property management fees

1. Management fee: used for the daily management of the property management area, including the account management of related property management services such as patrol, inspection, property maintenance and update fee, and property file keeping in the property management area;

2. Operating expenses of house equipment: operating service expenses of elevator, water pump and other house equipment;

3. Cleaning fee: the cost of daily cleaning service in the property management area;

4. Security fee: the fee required for daily security service in the property management area;

5. Maintenance fee: the fee required for property maintenance service.
