At present, talent apartments in the east of the city have been built and renovated. In order to encourage foreign college graduates to start businesses and find jobs, and to attract and introduce more innovative, skilled and managerial talents, it is decided to complete the renovation according to the Regulations on the Management of Talent Apartment in Shaoxing, Shao Zhengban [2006]153, Detailed Rules for the Implementation of Talent Apartment Leasing in Shaoxing and Ren [2007] No.48. The specific matters are hereby announced as follows:

First, the basic situation of talent apartments

Shaoxing Economic Development Zone Talent Apartment is located in the waterfront Xiangdi Community of Wolong Road, with two *** 1000 sets. Each ordinary apartment covers an area of about 40 square meters, and each expert room is 80 square meters. Each apartment is equipped with basic bathroom facilities, beds, tables and chairs, wardrobes, etc.

Second, the conditions for talents to rent apartments

The following persons can apply for renting talent apartments:

1. Ordinary full-time college graduates who have been introduced from Shaoxing City (namely Yuecheng District, including Shaoxing Economic Development Zone, Paojiang Industrial Zone and Jinghu New District, the same below) to work in urban enterprises and private colleges and universities, and now have permanent residence in Shaoxing City and no urban housing (including private houses and public houses);

2. Living conditions are indeed difficult (refers to the current market rent for renting private housing or self-managed public housing or family housing with per capita use area less than 12 square meter), graduated in 2008 or later, registered in urban areas and working in urban enterprises, and graduated from private universities with ordinary full-time undergraduate and above; And those who have won the top three skills competitions at the municipal level, the top six skills competitions at the provincial level or the top ten skills competitions at the national level among the skilled talents working in urban enterprises;

3. Ordinary full-time college graduates who come to the urban area to "settle down first and then find employment" (for such graduates, the policy of undergraduate graduates 1 month and graduates with master's degree or above for 2 months is implemented. If you implement an employment unit in Shaoxing city during the trial residence or after the expiration of the trial residence, you can go through the formal check-in procedures, otherwise you should go through the check-out procedures in time);

4. Other recognized and recognized talents;

5. Among the above qualified personnel, graduate students with master's degree or above are preferred;

6. Those who have applied for the talent apartment and obtained the "Shaoxing Talent Apartment Quasi-lease Certificate" with the consent of the personnel department may not apply again.

Third, the talent apartment charges

1. House rent: the benchmark price is tentatively set at 10 yuan/m2 per month (35%, 50%, 60% and 85% of the benchmark price are charged in the first four years, in full in the fifth year, and at the market price in the sixth year).

2. Property management fee: charged separately according to the standard approved by the price department.

3. Check-in deposit: RMB 1000 yuan per room.

4, housing rent, property management fees should be paid in advance on a regular basis, the reporting unit to the talent apartment property management unit in advance every six months; The check-in deposit should be paid at the time of check-in and refunded at the time of rent withdrawal (without interest).

Four, talent apartment rental acceptance procedures

(a) the personnel of enterprises and units in the Development Zone shall apply to the Science and Technology Bureau of the Development Zone by the employing unit, and report to the Municipal Personnel Bureau for the record after examination and approval by the Science and Technology Bureau of the Development Zone, and uniformly issue the "Talent Apartment Lease Certificate".

(two) the personnel of enterprises and units outside the development zone shall apply to the Municipal Personnel Bureau.

1. Qualified personnel should go to the window of the Talent Service Center of the Municipal Personnel Bureau to get the application form (location: the second floor of the Talent Building, No.285 Shengli East Road), fill it out truthfully and attach relevant materials, and submit it to the unit for review and seal;

2, the unit to review the application materials, and reported to the Municipal Personnel Bureau talent service center ("first settled, after employment" personnel directly to the Municipal Personnel Bureau talent service center to apply). 4. The applicant holds the "Shaoxing Talent Apartment Quasi-lease Certificate" and his ID card, and goes through the lease related procedures at the talent apartment management unit within the specified time.

Five, the applicant should provide materials.

2. A copy of the employer's business license;

3, fresh graduates should provide residence booklet, a letter of introduction issued by the Municipal Talent Service Center, and a certificate of no room issued by the unit; Other talents need to provide the applicant's education certificate, household registration book, ID card, labor contract, housing or rental certificate and other relevant certification materials.

4, for the urban area "first settled, after employment" outside the city undergraduate and above graduates, with the city talent service center issued a letter of introduction, file storage and my identity certificate to apply.

Rights and obligations of intransitive verbs

Anyone who meets the lease conditions of talent apartments has the right to apply for talent apartments and the obligation to truthfully declare and ensure the authenticity of the application materials. Those who have obtained the lease qualification in violation of regulations will be disqualified once they are found; Those who have rented a talent apartment should immediately terminate the lease contract and move out of the talent apartment. The rent during the lease period is charged at the market price.
