It is reasonable to receive a certain amount of property fees in advance as working capital for preparing property services, but the standard of such advance payment should be clearly stipulated in the property service contract according to the local administrative regulations and the actual situation of the community, so as to better handle the relationship between the property company and the owners and realize a virtuous circle of property fees collection. According to the regulations, property management companies shall not charge fees in advance against the wishes of the owners or users who are not owners; If it can be received in advance after approval, the period of advance receipt shall not exceed 6 months. In this regard, if the property company cannot produce the approval documents of the government administrative department, it can refuse to pay.

When should the property fee be paid?

1. If the owner goes through the check-in formalities at the residential property management office and the owner obtains the key to the new house as the beginning of the owner's check-in, then the owner should start paying the property management fee at this time.

2. After the owner has checked in, the public service fee for property management shall be paid by the owner or user on a monthly basis. For owners who have purchased but have not moved in, they will pay 50% of the public service fee for property management within one year. At the same time, in order to avoid some real estate speculators leaving their houses idle for a long time, it is stipulated that they will not move in after one year, that is, 100%.

3. National laws and regulations do not stipulate how long the property fee must be paid, so the time for paying the property fee can be indicated in the signed property management contract.

4. After receiving the notice of occupancy issued by the developer, the owner will start to pay the property management fee according to the time on the notice of occupancy, and all the expenses and responsibilities of the house after this time will be borne by the owner himself. In other words, from that day on, all the rights and responsibilities of the house belong to the owner.
