Article 1 In order to strengthen the comprehensive acceptance and handover management of the completion of residential quarters in our city and improve the comprehensive benefits of residential quarters, these measures are formulated in accordance with the Measures for the Administration of Comprehensive Acceptance of the Completion of Urban Residential Quarters of the Ministry of Construction and relevant laws, regulations and rules, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to residential quarters and groups (hereinafter referred to as residential quarters) with a construction area of over 20,000 square meters (including 20,000 square meters) within the urban planning area of our city. Third Hefei Municipal Construction Committee (hereinafter referred to as the Municipal Construction Committee) is in charge of the comprehensive acceptance of the completion of urban residential areas in our city. Hefei City Construction Comprehensive Development Office (hereinafter referred to as the Municipal Development Office) is specifically responsible for organizing and implementing the comprehensive acceptance of the completion of residential quarters. The relevant departments shall, according to their respective responsibilities, cooperate closely and do a good job in the comprehensive acceptance of the completion of residential quarters. Article 4 The development and construction unit of residential quarters shall bear the ultimate responsibility for the quality of the residential quarters developed and constructed. Where the comprehensive acceptance and comprehensive acceptance of unqualified residential areas, shall not be handed over, property management units shall not receive management. Article 5 The Municipal Construction Committee shall, in accordance with relevant laws, regulations and standards, organize relevant departments to check and accept the land use, the implementation of planning and design, the implementation of municipal public infrastructure and public facilities, and the acceptance of individual projects in residential quarters.

The comprehensive acceptance of the completion of residential quarters adopts the method of combining on-site inspection with data inspection. Sixth residential areas, after the completion of the following conditions, the development and construction units can apply for comprehensive acceptance:

(4) All construction machines and tools, temporary facilities, construction waste and residual components have been dismantled and removed, so that all materials can be used up after work, and the site can be cleaned and leveled.

Seventh development and construction units that apply for the comprehensive acceptance of the completion of residential quarters must submit the following documents and materials to the Municipal Development Office:

(a) the community comprehensive acceptance application form;

(two) site selection opinions, construction land planning permit, construction project planning permit, construction detailed planning, topographic map and design documents (drawings) of individual projects, etc. ;

(3) State-owned land use certificate, opinions on construction conditions of real estate development projects, and descriptions of real estate development projects;

(four) development project bidding documents and project contracts;

(five) the quality grade documents of each single project approved by the engineering quality supervision institution, and the materials that have passed the acceptance by the relevant professional management departments such as water, electricity, gas, communication, fire protection and gardening;

(six) completion data (drawings) and technical files.

(7) Other relevant information. Eighth residential areas completed comprehensive acceptance according to the following procedures:

(1) the municipal development office shall review the acceptance data of residential quarters within 15 days after receiving the application for comprehensive acceptance of residential quarters. (III) After the comprehensive acceptance report is reviewed and approved by the Municipal Construction Committee, the Municipal Development Office will issue a comprehensive acceptance certificate of residential quarters after passing the acceptance review, and the development and construction unit will handle the delivery procedures of houses and related facilities with the comprehensive acceptance certificate of residential quarters. The development and construction units of residential quarters that have passed the acceptance and gone through the delivery procedures will no longer bear the cost of project addition and renovation. After the comprehensive acceptance of the completion of ninth residential quarters, the development and construction unit shall send the complete comprehensive acceptance data of the residential quarters to Hefei Urban Construction Archives. Residential areas, municipal public infrastructure and public facilities that have been preliminarily accepted by stages can be put into use by stages if they meet the functional requirements of phased use. Article 11 The comprehensive quality of residential district construction is divided into two grades: "qualified residential district" and "excellent residential district" according to its comprehensive acceptance evaluation.

(a) the standard of qualified residential quarters:

1. All buildings, structures, public facilities and greening projects in the residential area are built in strict accordance with the planning and design requirements, and there are no illegal buildings;

2. The quality of each single project has passed the acceptance of the municipal quality inspection station;

3. Infrastructure such as roads, water supply and drainage, sanitation, power supply and communication in the community has been completed and can be put into normal use;

4. The acceptance data of the community is complete;

5. Property management institutions and property management conditions are qualified.

(2) Excellent residential district standard:

Under the premise of meeting the standards of qualified residential quarters, the following conditions are met:

1. The construction in the residential area is carried out in strict accordance with the plan, and the planning and design, overall layout, group organization, road traffic, supporting facilities and pipe network projects have all reached a high level;

2. The spatial layout of residential buildings is reasonable, the outdoor modeling is beautiful, and the single building is in harmony with the overall building of residential areas, which has certain architectural characteristics;

3. The excellent rate of single project quality in the residential area is over 60%, and the excellent rate of municipal public infrastructure projects is over 80%;

4. Community construction has reached a high level in the application of new technologies, new materials, new processes and new products and civilized construction.
