After the owners' meeting decides to hire a realty service management enterprise, the owners' committee shall formally sign a realty service contract with the realty service enterprise selected by the owners' meeting on behalf of the owners;

3, timely understand the opinions and suggestions of the owners or users, supervise and assist the realty service enterprise to perform the realty service contract. Owners have the right to supervise the work of the owners' committee and put forward opinions and suggestions on matters related to property management. Property users refer to the lessee of the property and other non-owners who actually use the property. Based on the actual use of the property, property users will inevitably participate in property management activities. As a bridge between the owners and the property management enterprises, the owners' committee should timely understand and listen to the opinions and suggestions of the owners and property users, and reflect these suggestions and opinions of the owners to the property service enterprises in order to improve the level of property management;

4. Supervise the implementation of management regulations.

Owners shall abide by laws, regulations and management regulations, and relevant behaviors shall meet the requirements of saving resources and protecting the ecological environment. For property service enterprises or other managers to implement emergency measures and other management measures implemented by the government according to law, the owners shall cooperate with them according to law.

The owners' assembly or the owners' committee has the right to ask the perpetrator to stop the infringement, remove the obstruction, eliminate the danger, restore to the original state and compensate for the loss of any act that damages the legitimate rights and interests of others, such as dumping garbage at will, discharging pollutants or noise, raising animals illegally, building illegally, occupying passages illegally, refusing to pay property fees.

If the owners or other actors refuse to perform relevant obligations, the parties concerned may report or complain to the relevant administrative departments, which shall deal with them according to law.
