The comprehensive score of different service levels is above 90 points (including 90 points) for excellent service level, 90 points to 80 points (including 80 points, excluding 90 points) for good, 80 points to 60 points (including 60 points, excluding 80 points) for qualified, and below 60 points for unqualified. If there is no elevator, fire fighting and other electromechanical facilities in the property management community, only the basic services of property management are evaluated.

The city fully implements the publicity of property services. In the property management community, all the publicity columns of policies and regulations, management regulations, community affairs, property service suggestion box and owners' committee work suggestion box should be set up. Service content, service standard, charging standard, motor vehicle site occupation fee, maintenance fund use, etc. It will be fully publicized to the owners, and they will take the initiative to accept supervision.
Strictly implement the annual evaluation and publication system of credit rating of property service enterprises, and increase the supervision and punishment of property service enterprises that violate the rules and regulations. The annual evaluation results of residential quarters managed by property service enterprises are all qualified, and the excellent and good rate is over 80%, or the enterprises will commend and encourage those who actively undertake social responsibilities and make contributions to strengthening the property management of residential quarters. Establish a regular review system for the qualifications of property service enterprises, downgrade or cancel the qualifications of those who do not meet the original corresponding qualifications, and improve the market exit mechanism of enterprises.
Second-hand housing transactions need to pay all property fees.
The city will improve the collection rate of property management service fees through comprehensive measures such as strengthening education guidance, strengthening administrative constraints and strict legal investigation, so as to provide a strong guarantee for promoting a virtuous circle of property services.
The owners who are in arrears with the property fees will be collected at home, and the owners and property service enterprises who refuse to pay the property fees will be publicized through the community property affairs bulletin board, and the owners will be publicly urged to pay. If the residential area managed by the realty service enterprise is rated as qualified or above by the district/county housing authority, the evaluation result will serve as important evidence for the people's court to determine that the realty service enterprise has fulfilled the realty service contract.
