Now the developer rents the parking space to the owner, and the owner exercises the legal right to use the parking space. Then, the developer's private division of parking spaces leads to the owner's parking spaces not being used normally, and the developer's behavior is illegal and infringes on the legitimate rights and interests of the owners.
