In order to thoroughly implement the decision-making arrangements of the CPC Central Committee, the State Council, the provincial party committee and the provincial government on responding to the COVID-19 epidemic and ensure the steady and healthy development of the real estate industry in Quanzhou, the following measures are put forward in combination with the actual situation in our state.
First, make every effort to ensure the orderly resumption of the project. In accordance with the general requirements of "stabilizing the industrial chain, opening up the supply chain, unblocking the logistics chain and ensuring the capital chain", we will strengthen overall coordination and service guidance, urge enterprises to implement the main responsibility, formulate emergency plans for epidemic prevention and control, and speed up the project's resumption of work. Appropriately liberalize the approval of sand and gravel factories, increase the production capacity of sand and gravel, promptly punish monopoly and price gouging, and ensure the market supply of raw materials such as steel bars and gravel. Guide and support real estate enterprises to establish an online sales platform on the Internet, combine online and offline sales, and speed up online signing and filing of commercial housing contracts. Second, keep the land market transactions stable and orderly. Counties and cities should prepare the annual state-owned construction land supply plan as soon as possible, increase land supply and reserve, reasonably determine the scale, structure and timing of housing and land supply, and optimize the proportion and spatial layout of housing land. The land transferee shall pay no less than 50% of the land transfer price within one month after the signing of the land transfer contract, and the balance can be paid within one year, but it must be paid when the pre-sale permit for commercial housing is first applied. If an enterprise is unable to sign the transaction confirmation, land transfer contract or pay the transfer fee on schedule due to the epidemic situation, it can postpone the signing and payment of the contract within 3 months after the end of the epidemic situation upon application, and no late payment fee will be charged, which will not be recorded in the enterprise credit file. For the land newly sold before June 65438+1 October1in 2020, the bid bond ratio for land transfer shall be appropriately reduced, but it shall not be less than 20% of the reserve price for land transfer. 3. Deferred payment of supporting fees for urban infrastructure. For real estate development projects affected by the epidemic, the supporting fees for urban infrastructure can be postponed by enterprises, and the extension time shall not exceed 6 months from the date of approval of the extension, and shall be settled before the completion acceptance. Fourth, postpone the delivery date of the project completion. If the land is not delivered, started or completed on schedule due to the epidemic, the epidemic prevention and control period will not be included in the default period, and no penalty will be charged. For real estate development projects that cannot be completed on schedule due to the epidemic situation, the relevant provisions of force majeure shall be applied according to law, and the delivery date shall be reasonably postponed according to the actual situation. All counties and cities should strengthen the judgment of contradictions and disputes in the real estate market, handle them properly in time, and maintain market and social stability. Five, reduce the tax burden of real estate enterprises. Affected by the epidemic, real estate development, housing leasing and property service enterprises that have difficulties in handling tax returns may apply for extension of declaration according to law; If an enterprise does have special difficulties and cannot pay taxes on time, it may apply for an extension of tax payment according to law, and the extension time shall not exceed three months. Taxpayers who have suffered heavy losses due to the epidemic and have real difficulties in paying urban land use tax and property tax shall, with the approval of the tax authorities, reduce or exempt urban land use tax and property tax according to law. Lessors of large commercial buildings, shopping malls, markets, industrial parks, etc., which reduced or exempted rents for individual industrial and commercial households during the epidemic period, may apply for reduction or exemption if it is indeed difficult to pay property tax and urban land use tax in that year. Eligible housing leasing enterprises and property service enterprises can enjoy preferential policies of VAT deduction and tax refund. Intransitive verbs implement financial support policies. Increase credit support, reduce the financing cost of enterprises, give reasonable support to real estate enterprises with good credit records, such as postponing loan repayment, extending loan renewal, lowering interest rates, etc., and do not blindly draw loans, break loans, and pressure loans. All commercial banks should implement the policy of non-repayment and non-renewal of loans due before June 30, 2020 with a loan term of less than 1 year. After the bank and the enterprise reach an agreement through consultation, the bank submits the credit record according to the adjusted repayment plan, with no penalty interest. For development enterprises with no bad credit records, the margin for new mortgage loans of banking financial institutions and housing provident fund will be reduced from 5% to 2.5%. Provide financing support for powerful and reputable real estate development enterprises to merge and reorganize related enterprises or projects. For qualified housing leasing enterprises, support banking financial institutions to issue rental housing development loans. Broaden the direct financing channels for housing leasing enterprises, support qualified enterprises to issue corporate credit bonds such as special bonds for rental housing, and raise funds for housing leasing business.
Improve differentiated personal housing loan services. All banking financial institutions and provident fund centers should increase the scale and lending of personal housing mortgage loans. The approval of individual housing mortgage loan has been completed, and it should be issued as soon as possible if it meets the loan conditions. Projects developed by enterprises with provisional development qualifications are allowed to enter the provident fund mortgage property, and banking financial institutions are encouraged to include Grade IV and provisional development enterprises in the mortgage property and give financial support. Encourage residents to buy houses, speed up the implementation of the loan policy of combining commercial loans with provident fund loans, and reduce the pressure on residents to buy houses. For those who are hospitalized or isolated due to infection in COVID-19, those who participate in epidemic prevention and control, and those who temporarily lose their source of livelihood due to the epidemic, banking financial institutions and provident fund centers should flexibly adjust the repayment arrangements of personal credit such as housing mortgage and reasonably postpone the repayment period. Encourage financial institutions to negotiate with borrowers, and appropriately reduce the interest on individual housing loans for those who temporarily lose their sources of livelihood due to the epidemic, so as to reduce the pressure on repayment funds. All financial institutions should do a good job in the conversion of the existing pricing benchmark of individual housing loans and reduce the interest expenses of residents during the downward period of market interest rates. When the total amount of pre-sale supervision funds of development enterprises is less than 2% of the approved pre-sale sales of real estate or projects, the supervision institution shall not approve the supervision funds, and the supervision bank shall not allocate the pre-sale funds in any form. Nine, improve the efficiency of examination and approval. The construction unit may apply for a planning permit for construction land and a planning permit for construction projects on the basis of the confirmation of the transaction, the contract for the assignment of the right to use state-owned construction land and other land ownership certificates and the payment voucher of not less than 50% of the land assignment price. We will further promote the "one-stop management" of government services, optimize the approval process of real estate development projects such as project planning, drawing review, construction permit and pre-sale permit, open a green channel, and improve the efficiency of approval. Accelerate the examination and approval procedures of real estate projects through "notification and commitment system" and strengthening supervision after the event. Improve online services such as mortgage loans, opening sales, online signing and filing. For enterprises that are in urgent need of funds to start work and resume work, the real estate registration department should speed up the procedures for real estate mortgage loans through "appointment office", "mail office" and "Commissioner office". The application for registration business related to epidemic prevention and control shall be handled in a special way, accepted immediately and issued quickly. In order to meet the reasonable financing needs of real estate enterprises, banking financial institutions should simplify their business processes, speed up the approval and issuance of loans, and complete the allocation of approval and supervision funds within 8 hours. Ten, accelerate the development and utilization of underground space. Adjust the allocation price of state-owned construction land use right in underground space or the payment standard of land transfer price, and if it is supplied by allocation, the allocation price of underground construction land use right shall be determined according to 5%-20% of the evaluation price of land use right allocated on the ground; If the land is transferred by agreement, the transfer price of the right to use the underground space construction land shall be determined according to 5%-20% of the benchmark land price of the corresponding ground use (leading function), and the specific standards of the above two prices shall be determined by the county and city people's governments; In the case of transfer by means of bidding, auction or listing, the starting price shall be determined with reference to the agreed transfer standard, and the starting price of underground space construction projects shall be included in the total starting price together with the surface part. Determine the guiding price of renting civil air defense parking spaces as soon as possible, establish a fair and reasonable bargaining mechanism for parking spaces, and speed up the entry of underground parking spaces into the market according to law; Allow underground parking spaces to pre-sell sales licenses and enjoy the same policy as commercial housing. Twelve, strengthen the policy support for property service enterprises. Property service enterprises that actively participate in epidemic prevention and disaster relief will be given preferential policies in finance, taxation and social security, and corporate social insurance premiums will be reduced or exempted in stages. For the realty service enterprises involved in epidemic prevention and control, financial subsidies will be given for 3 months (February-April) according to the standard of the number of households in residential areas per month 15 yuan. Support the collection of property service fees, open up a green channel for litigation cases involving property service fees, and quickly conclude cases according to law.
