The relevant requirements are hereby notified as follows:

I. Work objectives

1. Villages in cities and open communities should be closed, so that they can be closed according to laws and regulations. In principle, two entrances and exits are reserved, and 1 entrance will be opened during epidemic prevention and control.

2. On the basis of closure, take measures such as strengthening property management and setting up owners' committees to enhance people's sense of security and satisfaction.

Second, the working principle

1. Stick to planning first. The closure of villages in cities and open communities must first conform to the urban planning, and be demonstrated by the Municipal Natural Resources and Planning Bureau, the Public Security Bureau, the Transportation Bureau and the fire rescue team, so as not to affect the appearance of the city or the traffic, and at the same time, to ensure the smooth flow of fire exits.

2. Adhere to the satisfaction of the masses. Relying on villagers' autonomy and fully mobilizing the enthusiasm of village residents, in view of the problems raised by the masses such as poor epidemic prevention and control and inadequate property management, with the consent of village residents, two entrances and exits were reserved or rebuilt when the community was closed, including 1 entrance during the epidemic prevention and control period.

3. Adhere to the combination of "permanent closure" and "temporary closure". With the goal of "all the seals should be sealed", the convenience of residents' life and the safety of travel should be fully considered in the specific operation. Concrete fences and fixed wrought iron fences are mainly used as "permanent closures", while enclosures, movable doors and scaffolding are used as "temporary closures" under special circumstances.

2. Set up special funds to support it. Chongming street construction funds, fully subsidized by the municipal finance; The construction funds of Huayang Street and Huangmei Street are subsidized by the municipal finance by 30%; Other towns, streets, and management committees put forward community closure plans and reported them to the work promotion special class for approval. Construction funds are subsidized by the municipal finance by 30%, and the above funds can only be allocated after all the audit procedures are fulfilled.

3. Strengthen standardized management.
