Provisions of Suzhou Municipality on the Administration of Urban Environment

Article 1 In order to strengthen the management of urban environment, improve the quality of urban environment and build a civilized city, these Provisions are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 The term "urban environmental management" as mentioned in these Provisions refers to the management of city appearance and environmental sanitation. Urban environmental management should follow the principles of unified planning, territorial management, compartmentalization and participation of the whole people. Article 3 Suzhou Municipal Environmental Management Committee is the competent department of urban environmental management in the whole city, and is responsible for organizing, coordinating, inspecting, supervising and assessing urban environmental management.

Construction, planning, municipal administration, public security, industry and commerce, traffic and health, gardens, environmental protection, construction management, housing management and other departments shall, according to their respective responsibilities, do a good job in urban environmental management.

The municipal and district people's governments at all levels and the urban environmental management departments of Suzhou Industrial Park and Suzhou New District Administrative Committee are responsible for the urban environmental management within their respective jurisdictions. Article 4 All units and individuals have the obligation to do a good job in the urban environment, and have the right to supervise, report and accuse violations of these provisions. Article 5 The decorative shapes of buildings and structures shall be neat and in harmony with the surrounding environment. The owner or user of the property right shall clean, paint, repair, transform or dismantle the messy and incomplete wall that affects the city appearance. Sixth city water supply, drainage, gas supply, power supply, post and telecommunications, street lamps, sanitation, public transportation and other public facilities, property units or management departments should regularly overhaul and maintain, to ensure that their functions are intact and the appearance is clean and tidy.

If the newly-built public facilities mentioned in the preceding paragraph on the primary and secondary roads involve the city appearance and environment, the relevant departments shall obtain the consent of the environmental management department before going through the examination and approval procedures. Seventh primary and secondary roads on both sides of all kinds of commodity transactions must enter the store, and shall not occupy the road to set up stalls, and shall not set up stalls outside the store.

Without approval, banners, slogans and other items shall not be hung on the primary and secondary roads.

Vehicles of units along the street should be parked inside the unit. If there is no parking space, they should park neatly where parking is allowed. Eighth units along the street must keep their appearance clean and tidy, and the store name and signboard are complete, incomplete and misspelled; Neon lamp, electronic display screen, light box, etc. The appearance must be neat and beautiful, and kept in good condition. Tenth street buildings on both sides of main roads and near scenic spots must meet the following requirements:

(a) balcony, platform, corridor stacked items shall not exceed the guardrail;

(two) illegal buildings and structures shall not be built in the building (room), and sundries shall not be piled up;

(three) closed balcony, the installation of air conditioning should comply with the provisions. Eleventh prohibit dumping, burning and littering in non-designated places; No spitting.

Units and residents living garbage on both sides of primary and secondary roads, scenic tourist areas, residential new villages and other areas shall be bagged and put in accordance with regulations. Twelfth bulletin boards and publicity windows along the street should be unified planning and setting. It is forbidden to scribble and paste in public places. Thirteenth roof secondary water supply pool (pool) shall not build a shed, polluting the water quality. Property units or property management units shall be cleaned and disinfected at least once a year. Fourteenth city residents shall not have the following acts that hinder the environment of residential areas:

(three) damage to green flowers and trees;

(4) Raising poultry and livestock.

Both the owner of the leased private house and the lessee of the leased house have the obligation to maintain the living environment. Fifteenth all kinds of construction sites must be fenced according to regulations, and temporary idle plots must be fenced according to building codes to keep the environment harmonious and clean.

After the completion of the construction project, the construction unit shall promptly dismantle the temporary buildings, remove the muck and materials, level the site, and repair the damaged roads and public facilities. Sixteenth waterway, river loading and unloading areas, parking areas, farmers' markets and other units should keep the waterway, river and coastal environment clean and tidy. Article 17 Smoking is prohibited in waiting rooms (ships and planes), shopping malls, theaters, gymnasiums, libraries, museums, hospitals, kindergartens, nurseries, youth activity places and public transport.

No-smoking places should be marked with no-smoking signs, and special smoking rooms should have ventilation devices. Eighteenth organs, organizations, military units, enterprises, institutions and individual industrial and commercial households along the street shall sign the "responsibility book for health in front of the door" with the neighborhood offices (towns), implement the responsibility system for health in front of the door, and keep the environment in the area of responsibility clean and tidy. Nineteenth in urban environmental management involving planning, greening, municipal facilities, environmental protection, road traffic and other management, by the relevant administrative departments in accordance with the provisions of laws and regulations.

In violation of the provisions of Article 10 (1) and (2) and Article 11, paragraph 1, a fine of 100 yuan shall be imposed; In violation of the provisions of the fourteenth paragraph of this Ordinance, a fine of twenty yuan to two hundred yuan shall be imposed. Twentieth in violation of these provisions, in addition to punishment in accordance with relevant laws and regulations, the following acts shall be educated by the municipal, county-level city and district environmental management departments, ordered to make corrections, and punished in accordance with the following provisions:

(a) in violation of the provisions of the second paragraph of article seventh, a fine of ten yuan to one hundred yuan everywhere;

(two) in violation of the provisions of the first paragraph of article seventeenth, a fine of ten yuan to one hundred yuan;

(three) in violation of the provisions of article eighteenth, the area of responsibility is messy, and a fine of five yuan to twenty yuan per square meter is imposed according to the environment of the area of responsibility;

(four) in violation of the provisions of article twelfth graffiti, each (Zhang) a fine of twenty yuan to two hundred yuan;

(five) in violation of the provisions of article eighth, the store is unclean, and a fine of one hundred yuan to one thousand yuan is imposed; The name and signboard of the store are damaged, missing, incomplete or misspelled, and a fine of 50 yuan to 500 yuan is imposed.

(six) in violation of the provisions of article ninth, unauthorized installation of outdoor advertising, ranging from five hundred yuan to two thousand yuan fine;
