According to the "Measures", all employees who live in this city and have urban residents' accounts in this city, whose houses are approved by their units to meet the housing reform policy, have no central heating facilities, and adopt clean energy household self-heating methods, will be given clean energy household self-heating subsidies by verification. The "Measures" also explained that the clean energy household self-heating mode refers to the winter heating mode in which each household uses clean energy such as gas, electricity and oil (except coal stoves) in accordance with the planning and design requirements or the requirements of unified transformation of atmospheric control in old residential buildings when new residential buildings are completed.

Certificate of self-heating residence:

Units (real estate developers, property management departments and property management units, hereinafter referred to as property management units) responsible for the management of newly-built or old residential quarters use clean energy for household self-heating and meet the conditions for defining the scope of subsidies, and go through the confirmation procedures of their residential quarters according to the following procedures: 1. The property management unit shall submit an application for verification to the district and county heating administrative department; 2, by the district heating administrative department for construction or renovation approval documents and on-site check, reported to the municipal heating management department for the record; 3 property management units to self-heating residents issued by the district and county heating administrative departments and property management units approved by the verification certificate; 4. Self-heating residents need to obtain the verification certificate from the property management unit with the legal documents of urban residents' accounts and house lease or property rights in this city. The Beijing Municipal Bureau of Finance stressed that the administrative departments and property management units that issue verification certificates should not charge any fees, and the competent departments should verify and issue verification certificates once every heating season, and the copies of verification certificates are invalid.
