Qinghai Provincial People's Government is the state administrative organ of Qinghai Province, People's Republic of China (PRC), and the executive organ of Qinghai Provincial People's Congress. It is responsible and reports to the Standing Committee of Qinghai Provincial People's Congress and the State Council, People's Republic of China (PRC). When the Qinghai Provincial People's Congress is not in session, it shall be responsible and report its work to the Standing Committee of the Qinghai Provincial People's Congress and exercise its administrative functions and powers according to law. ?
