Legal analysis: switching power supply refers to the behavior that power grid enterprises cannot directly supply power to end users and need exclusive power supply from other subjects. The main body of power transmission is the manager or operator who directly hands over the electricity fee to the power supply enterprise, and then supplies power to the internal end users and collects the electricity fee. The main body of power transfer includes but is not limited to commercial complexes, industrial parks, property, office buildings and other operators. Legal basis: Article 648 of the Civil Law of People's Republic of China (PRC) is a contract in which the power supplier supplies electricity to the user and the user pays the electricity fee. A power supplier who supplies power to the public shall not refuse the reasonable request of the power user to conclude a contract.
