First, affirm the achievements, recognize the situation clearly, and earnestly enhance the sense of responsibility and urgency of doing a good job in environmental protection.

Over the past year, the whole city has resolutely implemented the decision-making arrangements of the central and provincial governments on environmental protection, insisted on optimizing economic development with environmental protection, and promoted the improvement of people's livelihood. Effective progress has been made in pollution reduction and remediation of key industries, and all objectives and tasks have been achieved.

(1) The urban environmental quality has been continuously improved. In 20 12 years, the number of days with excellent ambient air quality in urban areas was 3 19 days, exceeding the provincial target by 292 days; The average concentration of inhalable particulate matter (PM 10) in urban air decreased by 6% compared with the same period of last year, and the daily average values of SO2 and NO2 further decreased compared with last year. The average amount of dustfall in urban areas is 12.7 tons/km2 month, which is far lower than the national recommended standard 18 tons. The comprehensive compliance rate of provincial surface water control section responsibility target assessment is 100%, and the water quality compliance rate of urban centralized drinking water sources is maintained at 100%. The quality of urban acoustic environment is in good condition, and the noise pollution generally shows a downward trend. The quality of radiation environment in the whole city remains at the natural background level.

(2) The task of reducing the total amount of pollutants was successfully completed. Actively promote pollution reduction projects to promote the annual activities, 19 1 key emission reduction projects have been basically completed and put into operation. 23 backward production processes and equipment were closed and eliminated, and the cleaner production audit task of 10 enterprises was completed. Linzhou and tangyin county sewage treatment plants passed the acceptance, and Beixiaozhuang sewage treatment plant was completed and put into trial operation; The wastewater treatment plant in Zonghe Village of Linzhou City realized the partial reuse of reclaimed water. Agricultural pollution reduction has been fully rolled out, and 143 livestock and poultry breeding enterprises have implemented pollution control facilities. After preliminary verification, in 20 12 years, the emissions of chemical oxygen demand, ammonia nitrogen, sulfur dioxide and nitrogen oxides in the whole city decreased by 8. 19%, 5.77%, 6.4 1% and 4.45% respectively.

(3) The comprehensive improvement of the environment has achieved remarkable results. The "Clear Water Project" and "Blue Sky Project" were further promoted, the environmental quality of surface water in the city continued to improve, and the proposal of the National People's Congress on urban dust control was successfully completed. In the dust control work, the Municipal Environmental Protection Bureau, the Housing and Construction Bureau, the Transportation Bureau, the Administrative Law Enforcement Bureau and the Environmental Sanitation Department perform their respective duties and cooperate closely. The Municipal People's Congress has conducted supervision and inspection and on-site guidance for many times, which has made remarkable achievements in this work and initially established a long-term management mechanism. The comprehensive improvement of Shui Ye Town, Cecilia Yip Town, Lingyang Town and Neihuang Ceramic Industrial Park has achieved remarkable results, which has been affirmed and praised by the provincial government. Breakthrough progress has been made in comprehensive environmental improvement in steel, printing and dyeing, medical care and other industries. Eight iron and steel enterprises have completed the task of comprehensive improvement and desulfurization of sintering machine environment, more than 20 printing and dyeing enterprises have installed online monitoring equipment for wastewater discharge, and five heavy metal enterprises have completed the task of cleaner production audit. Effective progress has been made in the prevention and control of motor vehicle exhaust pollution, and the pilot work of oil and gas recovery and control in 22 gas stations has been completed.

(4) The rural ecological environment has been further strengthened. The "rural cleaning project" was further promoted, and 2 provincial-level ecological towns, 22 ecological villages and 53 municipal-level ecological villages were created. The fund for "replacing compensation with awards" is 6.5438+0.93 million yuan. Nine central and provincial comprehensive rural environmental improvement projects were completed, with a special fund of 20 million yuan, and rural environmental improvement projects in three towns in tangyin county were started. (5) Effectively solve people's livelihood and environmental problems. In the process of disposal, Mayor Ma gave instructions and personally guided many times, and the municipal emergency office, publicity office, food safety office, environmental protection bureau, agriculture bureau, animal husbandry bureau, water conservancy bureau, housing and construction bureau, health bureau and other departments acted in unison and cooperated with each other to ensure the scientific and effective handling of the incident. Linzhou City, Anyang County and Longan District take the protection of people's livelihood as their primary responsibility, invest a lot of manpower and material resources, and do a good job in emergency prevention and control at all costs. The disposal work in our city has been fully affirmed by the Ministry of Environmental Protection and the provincial government.

(6) Environmental supervision has been further strengthened. In view of the heavy task of development and the great pressure of environmental protection work, the frequency and coefficient of environmental monitoring in the whole city have been further improved. Comprehensively approved the budget targets of 640 key enterprises and completed the provincial total budget targets. The planning EIA of industrial clusters, industrial parks and industrial clusters has been further strengthened. A total of 640 construction projects were approved in the city, and 7 high-pollution and high-energy projects1were rejected, which effectively promoted the optimization and upgrading of the industrial structure of the city.

Over the past year, the city's environmental protection work has made great progress and the achievements are obvious to all. But at the same time, we should also clearly realize that the environmental situation in our city is still grim, and we still face many outstanding problems. First, from the perspective of economic structure, the industrial structure of our city is not reasonable, and the structural, complex and compressive environmental problems formed over the years are concentrated. How to tap the potential and ensure the environmental capacity of the project construction is under great pressure. Second, from the perspective of pollution composition, environmental pollution such as surface water pollution, air pollution and garbage pollution has not been effectively controlled. In addition, problems such as vehicle exhaust pollution, construction and road dust and oil fume pollution are still outstanding. Third, from the perspective of regional development, the absence of rural environmental protection is not in place, agricultural non-point source pollution is prominent, and the collection and treatment mechanism of rural domestic sewage and domestic garbage is not perfect. Fourth, from the perspective of environmental protection tasks, according to the new "Environmental Air Quality Standard" evaluation, the air quality compliance rate in our city will drop significantly, and it will be more difficult to complete the annual target tasks. Fifth, from the perspective of specific environmental problems, environmental safety incidents have occurred frequently this year, such as persistent smog weather, water pollution accidents caused by aniline leakage in Shanxi, cadmium pollution in Honghe and chromium pollution in Anyang River. This poses a severe test for our emergency response capability and disposal capability. In the first quarter of this year, the phenomenon of ammonia nitrogen exceeding the standard appeared many times in the cross section of the outbound river in our city, which was notified by the province. These problems urgently need us to take effective measures to solve in our future work.

At present, the central government has promoted the construction of ecological civilization to the strategic height of five in one, and the people's demands and appeals for improving the space environment, atmospheric environment, water environment and reducing noise are getting higher and higher. All departments at all levels in the city should seize the opportunity, regard environmental protection as the main position and breakthrough of ecological civilization, actively conform to the trend of "warming up" the whole society's attention to environmental protection, "sublimate" their understanding of environmental issues, "upgrade" the consideration of environmental protection decision-making, "upgrade" the functional role of environmental protection departments, innovate ideas, highlight key points, act positively and make a difference, and make suggestions and suggestions for promoting the improvement of people's livelihood environment and the healthy economic and social development of the city.

Two, clear tasks, focus, do a good job in environmental protection this year.

(1) Keep a close eye on the task objectives and make every effort to complete the task of reducing emissions of major pollutants. First, we must fully promote structural emission reduction projects. The provincial government has identified key emission reduction projects such as the upgrading of urban sewage treatment plants, denitrification in the power industry, desulfurization of sintering machines in the steel industry, pollution control of large-scale livestock and poultry breeding, and pollution control in key industries this year. These are hard tasks and hard goals, which must be completed on schedule. Second, we must fully promote the reduction of agricultural source pollution. Vigorously carry out special actions for pollution control of livestock and poultry breeding enterprises, strengthen pollution control of livestock and poultry breeding enterprises above designated size, and implement relocation and integration of enterprises in restricted areas. Strengthen data and information communication in agriculture, animal husbandry, environmental protection, statistics and other departments to ensure the scientificity and consistency of the city's emission reduction data. Third, we should fully promote detailed management and promote emission reduction. Vigorously carry out special environmental protection actions for illegal sewage enterprises, improve the comprehensive desulfurization and denitrification efficiency of power enterprises, the load rate of urban sewage treatment plants, the removal rate of chemical oxygen demand and ammonia nitrogen, and improve the emission reduction efficiency of pollution control facilities. Continue to carry out comprehensive environmental improvement work in key industries such as textile printing and dyeing, chemical slaughtering and medical institutions to ensure the stable discharge of pollutants up to standard. Strengthen the budget management system of the total discharge of major pollutants, implement the binding management of the total budget, and promote the optimal allocation of environmental resources and efficient use of environmental capacity in the city.

(two) the implementation of the "clean water project", comprehensively deepen the comprehensive improvement of key river basins. First, further strengthen the comprehensive improvement of the "three rivers" environment of Anyang River, Honghe River and Chadian River. The third is to further strengthen the construction and operation management of sewage treatment plants. Actively study and establish a supervision system linking the distribution of operation fees of sewage treatment plants with the operation effect, and clarify the operation supervision responsibilities of various departments. Increase investment and financing, speed up the construction of sewage treatment plants, upgrade and renovation of sewage plants, reuse of reclaimed water and other projects, and improve the sewage treatment effect and emission reduction capacity. Fourth, we should further improve the supporting pipe network of urban sewage treatment plants, improve the water collection capacity of urban sewage pipe network, improve the leachate treatment effect of garbage treatment plants, and ensure the normal operation of sewage treatment plants and the discharge of sewage up to standard. What needs to be emphasized here is that the administrative law enforcement departments should strengthen the cleaning and management of septic tanks in residential quarters, and it is strictly forbidden to directly pour waste residue into the sewage treatment pipe network, resulting in the overload operation of ammonia nitrogen in sewage treatment plants. Fifth, start the groundwater protection strategy, strictly limit the disorderly exploitation, and solve the outstanding problems that threaten the quality and safety of groundwater.

(3) Implement the "Blue Sky Project" and continue to promote the rectification of the atmospheric environment. The first is to establish a long-term mechanism. It is necessary to take the monitoring and publication of PM2.5 as an opportunity to continuously promote the prevention and control of dust pollution in urban areas, do a good job in controlling dust from industrial materials, dust from construction sites and dust from roads, and implement a long-term supervision mechanism. The second is to strengthen the rectification of key industries. Further consolidate the results of banning and rectifying coal-fired boilers in urban areas, actively promote the desulfurization project of mechanical coal-fired boilers, and increase the promotion of hand-fired boilers and natural gas mobile heating clean energy to prevent pollution rebound. Actively promote the construction of motor vehicle pollution prevention and control supervision system, and promote the work of motor vehicle exhaust control. Comprehensively carry out oil and gas recovery in urban petroleum product storage and use facilities, and promote the prevention and control of nitrogen oxide pollution in our city. The third is to deepen the rectification of key areas. Second, relying on the establishment of ecological counties (cities), ecological towns and ecological villages, we will vigorously promote the contiguous improvement of rural environment, strengthen the protection of rural drinking water sources and improve water quality, and actively carry out rural domestic sewage and garbage pollution control. Third, take the transformation of agricultural development mode as the starting point, actively develop green agriculture and ecological agriculture, and promote the prevention and control of agricultural non-point source and livestock and poultry breeding pollution; Strictly manage the prohibition of burning crop straw and promote the comprehensive utilization of agricultural waste; Strengthen environmental supervision of industrial enterprises in rural areas, strengthen environmental protection of agricultural soil and environmental supervision of contaminated sites. Fourth, take the rural cleaning project as the carrier, actively explore and popularize the community property management in new rural areas, improve the long-term mechanism of environmental sanitation and cleaning through the construction of market-oriented infrastructure and public service facilities, and fundamentally improve rural production, life and ecological environment. (5) Based on scientific development, give full play to the role of environmental protection in optimizing economic development. In the planning direction, further strengthen the control of ecological space. Optimize regional layout, industrial structure and growth mode with environmental capacity, promote the high integration of economic development and environmental protection, and realize low-carbon development and green development. In terms of policy orientation, we will further accelerate the implementation of the main functional area strategy. Combined with the situation of this city, the implementation of industrial structure adjustment guidance catalogue, strictly control high energy consumption and high emission projects, and strengthen the efficient cooperation between environmental access and industrial policies. For the main pollutant emission indicators required by new construction, renovation and expansion projects in chemical industry, electric power industry, papermaking industry, printing and dyeing industry and iron and steel industry, the emission reduction projects will be replaced by equal amount and reduction, so as to increase production without increasing pollution, and increase production and reduce pollution. On the focus of work, we will further optimize the development services of industrial clusters. Environmental protection departments at all levels should earnestly enhance their sense of responsibility and responsibility, regard solving outstanding environmental problems reflected by the masses as the key task of benefiting people's livelihood and promoting harmony, properly solve environmental and livelihood issues related to people's vital interests, and improve people's quality of life. First, it is necessary to strengthen the supervision of key polluting enterprises and seriously investigate and solve environmental hot spots, difficulties and key problems that the masses have strongly reflected. Second, we should deepen the in-depth investigation and evaluation of key environmental risk sources and sensitive points, and eliminate hidden dangers of pollution in time. Third, we must establish a smooth and orderly public opinion communication mechanism. People's feelings about the environment are more important than evaluation indicators in some cases. Third, strengthen safeguard measures and promote environmental protection.

Further strengthen the environmental emergency duty system at the city and county levels, enrich the emergency team and monitoring team, implement the system of "one member and two posts", regularly carry out environmental emergency drills jointly with public security, fire protection, safety supervision and other departments, enhance emergency response capabilities, properly handle sudden environmental incidents in a timely manner, and maintain the stability of the city's ecological environment.
