Chapter I General Provisions Article 1 In order to strengthen the elevator safety management and ensure the safety of people's lives and property, these measures are formulated in accordance with the State Council's Regulations on Safety Supervision of Special Equipment, Guangdong's Provisions on Safety Supervision of Special Equipment and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the installation, renovation, maintenance, daily maintenance, use, inspection and testing of elevators and related supervision and management activities within the administrative area of this Municipality.

These Measures are not applicable to the safety management of self-use elevators or self-use elevators. Article 3 The municipal quality and technical supervision department is responsible for the elevator safety supervision in this Municipality and organizing the implementation of these Measures.

The quality and technical supervision departments of all districts and county-level cities shall be responsible for the elevator safety supervision within their respective jurisdictions.

Planning, construction, land and housing management, industry and commerce, production safety, urban management and other comprehensive law enforcement departments shall, according to their respective responsibilities, do a good job in elevator safety management. Article 4 The people's governments at all levels in this Municipality and the production safety committees established by them shall support and urge the quality and technical supervision departments and other relevant departments to perform their duties of elevator safety management according to law, coordinate and solve major problems in elevator safety management, and incorporate elevator safety management into the assessment scope of the responsibility system for production safety. Fifth quality and technical supervision departments should strengthen the publicity of elevator safety laws, regulations and rules and elevator safety knowledge.

Encourage news media, schools, trade associations, etc. Carry out elevator safety publicity and education. Sixth encourage elevator manufacturing, installation, renovation, maintenance, daily maintenance units and use managers to participate in elevator accident liability insurance.

Relevant industry associations should promote their members to purchase elevator accident liability insurance by assisting them to negotiate insurance rates with insurance companies. Chapter II Installation, Renovation and Maintenance of Elevators Article 7 Newly installed passenger elevators in schools, kindergartens, medical institutions, stations, passenger terminals, shopping malls, stadiums, exhibition halls, parks and other public gathering places shall be supplied with two power sources or equipped with standby power sources.

Encourage elevators installed in new houses and elevators added in existing houses to adopt dual power supply or configure standby power supply. Eighth five working days before the elevator installation, renovation, maintenance and construction, the construction unit shall inform the district, county-level city quality and technical supervision department in writing of the proposed construction site, construction content, elevator parameters and elevator use managers.

When the elevator is newly installed, the construction unit shall provide the construction project planning permit, the construction permit or the certificate of starting the work. Article 9 Before the installation, renovation and maintenance of elevators, the construction unit shall formulate a safety construction plan, implement safety protection measures and other on-site safety production conditions, and inspect the civil engineering and elevator manufacturing quality related to elevator construction, such as elevator machine room, shaft, pit and passage, in accordance with the requirements of elevator design documents and standards before construction can be started. Tenth elevator installation, renovation, major maintenance process should be delivered or put into use before the supervision and inspection of the elevator inspection agency. Eleventh residential elevator after the expiration of the warranty period of replacement, renovation, maintenance costs, according to the law from the residential special maintenance funds; Belonging to the public housing that has been sold, the original selling unit may apply to the Municipal Housing Security Office to open a housing provident fund account provided by the employer.

No special funds for residential maintenance or insufficient funds for special maintenance shall be borne by the owner of the house according to the agreement; If there is no agreement or the agreement is unclear, it shall be determined according to the proportion of the owner's exclusive part to the total building area. Chapter III Use of Elevators Article 12 Elevator use managers refer to units and individuals with elevator management rights and obligations.

Elevator use managers are determined as follows:

(1) Where a realty service enterprise or other unit is entrusted to manage the elevator, the entrusted realty service enterprise or other unit is the use manager;

(two) the management of the elevator has not been entrusted to the property service enterprises or other units, and if the elevator belongs to a single property owner, the property owner is the use manager; If the elevator belongs to more than one property owner, it is agreed through negotiation that 1 the property owner is the use manager, and other property owners bear joint and several safety management responsibilities;

(three) the newly installed elevator has not been handed over to the owner, and the project construction unit is the use manager;

(4) To lease a place equipped with an elevator, an elevator use manager shall be stipulated in the lease contract; If there is no agreement, it shall be handled in accordance with Item (2).

An elevator without a clear manager shall not be put into use. Thirteenth elevator managers should ensure that the elevators in use are in a suitable operating state and perform the following elevator safety management duties:

(a) the establishment of elevator safety technical files;

(2) Keep the elevator emergency alarm device in effective contact with the personnel on duty at any time;

(three) to supervise the transformation, maintenance and daily maintenance of elevators and provide necessary conditions;

(4) Posting effective registration marks, safety inspection qualified marks and maintenance marks in the elevator car or in a prominent position at the entrance and exit, and indicating the emergency rescue telephone number;

(five) put the safety precautions and warning signs in the elevator in a prominent position that passengers can easily pay attention to;

(six) entrust a legally licensed unit to carry out daily maintenance of the elevator, and sign a daily maintenance contract;

(seven) other safety management responsibilities stipulated by laws, regulations and safety technical specifications.
