At present, the epidemic prevention and control situation in our city is generally stable. With the approval of the General Command of Epidemic Prevention and Control in COVID-19, Tangshan, since 0: 00 on May 2, 2022, in accordance with the principle of "combining unblocking with prevention", the city has lifted the temporary blockade and management in an orderly manner except the risk areas to ensure that the epidemic situation is "not imported, not exported and not rebounded". The relevant matters are hereby notified as follows:

First, strictly control cross-domain flows. We will continue to strictly implement Tangshan's overall control policy, from "no entry from the outside, no exit from the inside, and no movement from the inside" to "no entry from the outside, no exit from the inside, and no agglomeration from the inside". To control the big traffic, you should either come to Luanhe River or leave Luanhe River.

Second, implement control measures by classification. The closed control area implements "regional closure, staying at home and serving at home". In the control area, "people are not allowed to leave the area and gathering is strictly prohibited". In the prevention area, people should not leave the county, strengthen social control and strictly limit crowd gathering.

Third, do a good job in nucleic acid testing. Those who have not completed medical observation and home health monitoring in the closed control area, control area and home isolation shall be tested for nucleic acid once a day, and those in other areas shall be tested for nucleic acid twice a week, and all personnel must attend on time.

Fourth, orderly release the intra-domain traffic. Industrial enterprises and construction sites will gradually and orderly resume production and construction, and closed management will be implemented if conditions permit. All enterprises, institutions and construction sites that resume production should strictly control the foreign personnel inside and outside the city. Commuting in the city should strictly stipulate the route and implement two-point and one-line closed-loop management.

Five, the classification control of public places. Enterprises engaged in daily necessities will resume offline business, such as supermarkets, grain, oil and vegetable shops, pharmacies and gas stations. We should strictly implement the prevention and control measures of normalized epidemic situation and limit business by 50%. Catering service units are strictly prohibited from operating catering business, and may not undertake banquets such as weddings, funerals and business receptions. The above-mentioned production and business units go to work with the negative certificate of the last two nucleic acid tests. Song and dance halls, chess and card rooms, Internet cafes, bars, bath centers, theaters, KTV, fitness centers, various training institutions, infant care services, intermediary services and pension institutions are temporarily closed. The opening work of all kinds of schools and markets at all levels should be carried out in accordance with the unified arrangements of the headquarters to ensure that there are no problems. Ventilation and preventive disinfection should be carried out regularly, especially in key parts such as elevators and corridors, and the disinfection frequency should be increased to ensure that disinfection is in place.

Sixth, strictly control assembly activities. All units and departments insist on not convening unless necessary, and in principle do not convene, hold or organize offline large-scale meetings, training, condolences and other activities.

Seven, scientific disinfection and disposal of medical waste, sealed control area of domestic waste. Environmental disinfection group is responsible for organizing environmental disinfection once a week. Medical waste should be removed and sorted daily, and it is not allowed to pile up in disorder, let alone form a backlog, causing potential risks. The domestic garbage in the closed control area and the control area shall be removed in time, and the garbage bins and transfer vehicles shall be disinfected in time.

Eight, strictly implement the responsibilities of the Quartet. Towns should further strengthen territorial responsibility. Departments in charge of various industries should earnestly fulfill their regulatory responsibilities in accordance with the requirements of "epidemic prevention must be in charge of the industry" and "who is in charge and who is responsible". All organs, enterprises and institutions should strictly fulfill their main responsibilities, and the masses should develop good personal hygiene habits, keep indoor ventilation, wash their hands frequently, wear masks scientifically when going out, and keep social distance.
