Chapter I General Provisions Article 1 In order to standardize the management of public rental housing security and improve the urban housing security system, these Measures are formulated in accordance with the Measures of Guangdong Province on Urban Housing Security and other relevant national and provincial regulations, combined with the reality of Shantou Special Economic Zone (hereinafter referred to as the Special Zone). Article 2 These Measures shall apply to the guarantee, supervision and management of urban public rental housing in the Special Zone. Article 3 The term "public rental housing security" as mentioned in these Measures refers to the way that the government provides housing security to meet certain conditions for urban families with housing difficulties by issuing housing security rental subsidies (hereinafter referred to as rental subsidies) or renting public physical housing (hereinafter referred to as public rental housing), so as to meet their basic living needs. Article 4 The guarantee of public rental housing shall follow the principles of government leading, moderate guarantee, openness, fairness and impartiality. Article 6 The municipal housing and urban-rural construction department, as the municipal housing security department, is responsible for the security management of public rental housing in the Special Zone; District (county) housing security department is responsible for the security management of public rental housing within their respective administrative areas. City, district (county) people's government to set up housing security implementation agencies (hereinafter referred to as the implementation agencies), the implementation agencies in accordance with the provisions of the responsibilities to undertake the specific work of public rental housing security management.

Development and reform, finance, civil affairs, public security, statistics, natural resources, human resources and social security, market supervision and management, taxation, provident fund and other administrative departments and institutions shall, according to their respective responsibilities, do a good job in the security management of public rental housing.

The Town People's Government (street offices) shall, in accordance with the prescribed duties, assist in the relevant work of housing safety management within its jurisdiction. Chapter II Planning, Construction and Raising Management Article 7 The municipal, district (county) people's governments shall organize the preparation of public rental housing security plans and annual implementation plans. Public rental housing security planning should be incorporated into the national economic and social development planning, and the objectives and tasks, overall requirements, construction and supply scale, site selection and layout planning, land use and funding arrangements, planning implementation measures and working mechanisms should be defined; The annual implementation plan shall specify the capital arrangement, construction land arrangement, scope and method of guarantee, the number of rental subsidies, and main measures.

The public rental housing construction projects in the annual implementation plan shall be incorporated into the management of key construction projects in the city and district (county), and the examination and approval procedures shall be handled in accordance with the special provisions on the management of key construction projects. Eighth city and district (county) people's government shall, according to the housing security needs, establish a land reserve system for public rental housing to ensure land supply.

Natural resources management departments should incorporate public rental housing security planning into urban and rural planning at all levels when preparing urban and rural planning, and clarify the spatial layout of public rental housing. The natural resources management department shall, jointly with the housing security department, formulate a land reserve plan for public rental housing according to urban and rural planning and land use planning, and clearly define the specific plots for the construction of public rental housing. On the premise of meeting the urban planning control index, the plot ratio of public rental housing land can be appropriately increased. Article 9 The government raises public rental housing through new construction, allocation, reconstruction, purchase, lease and donation.

The construction unit of the "old town, old village and old factory building" renovation project shall allocate or subscribe for public rental housing in accordance with the relevant provisions of the Special Zone, and the property rights of the allocated or subscribed public rental housing shall be owned by the government and handed over to the competent department of housing security free of charge. Tenth public rental housing raising and operation, in accordance with the relevant provisions of the state, province and city, enjoy preferential taxes and fees. Eleventh public rental housing construction projects should follow the principle of meeting basic living needs, abide by the provisions of the basic construction procedures, and implement housing construction standards and building quality and safety, fire safety, energy conservation and environmental protection standards.

New public rental housing can take the form of complete housing or dormitory housing. In the form of complete housing, the construction area of a single set shall be controlled at about 40 square meters, and shall not exceed 60 square meters; The use of dormitory housing, should implement the national dormitory building design specifications, and the per capita housing construction area of not less than 5 square meters. Twelfth public rental housing projects focus on the construction, the construction land use right by the natural resources management department in the preparation of land supply plan priority into the annual supply plan.

If public rental housing projects are concentrated, the basic needs of the target such as transportation, employment, schooling and medical care will be guaranteed. We should fully consider and rationally arrange the location layout, and build infrastructure such as road traffic, schools, hospitals, culture and sports, fire control and public service facilities, and commercial service facilities in accordance with the planning requirements, and deliver them simultaneously. Thirteenth public rental housing projects follow the principle of government organization and coordination, market operation, and are organized and implemented by the competent department of housing security or the state-owned enterprises designated by the government to undertake the construction of affordable housing, and can also be implemented by selecting construction units through bidding. Fourteenth new public rental housing before delivery, the construction unit shall complete the interior decoration in accordance with the principles of environmental protection, energy saving, economic application and meeting the basic living requirements. Other ways to raise public rental housing, should refer to the new public rental housing decoration standards for the corresponding repair. Fifteenth public rental housing and its supporting commercial service facilities and garage parking spaces, the housing security department at the same level shall apply to the real estate registration agency for real estate registration.

The real estate registration of public rental housing shall specify the nature of public rental housing in the register and ownership certificate.
