During his tenure as manager of Baiyun Agriculture, Industry and Commerce Company and vice chairman and general manager of Guangzhou Lin You Investment Management Co., Ltd., Zhang Xinhua took advantage of the overall work of the supervisor to manage the assets and property of the company's subsidiaries. Under the pretext of enterprise restructuring, he transferred a large number of state-owned assets of Baiyun Agricultural and Industrial Company and its subsidiaries to Guangzhou Guangtian Real Estate Co., Ltd. by means of fictitious debts, underestimating assets and concealing bonds, involving real estate, factories, orchards and land, all over Baiyun District of Guangzhou.
Guangtian Company was founded by Zhang Xinhua in the name of "protecting" state-owned assets. The company is nominally supervised by Baiyun Agriculture, Industry and Commerce Joint Company, but it is actually controlled by Zhang Xinhua.
Privatization of state-owned assets
In 2006, Zhang Xinhua established privately-owned Guangzhou New Tian Yu Real Estate Co., Ltd. without authorization, and merged with Guangtian Company to privatize all state-owned assets. Zhang Xinhua also brought some managers of the former state-owned Baiyun Agriculture, Industry and Commerce Joint Company into the newly established New Tian Yu Real Estate Co., Ltd., and Zhang Xinhua held 25.4% of the shares in the New Tian Yu Company, equivalent to more than 72 million yuan.
According to the assessment, these illegally transferred state-owned land and real estate in Zhang Xinhua are worth more than 284 million yuan.

During the ten years from 2003 to 20 13, Zhang Xinhua entrusted Guangzhou Chen Nuo Law Firm to undertake the risk agency business of assets disposal of enterprises under Baiyun Agricultural and Industrial Company, and during this period, he repeatedly accepted bribes of RMB 4 million from lawyer Yang in the name of holiday fees.
