On August 24th, the Housing and Urban-Rural Development Bureau of Dongguan issued the Detailed Rules for the Operation and Management of the Third Limited Housing in Dongguan (F [2022] 17) (hereinafter referred to as the "Detailed Rules"), which mainly stipulated the security attributes, division of responsibilities, audit and distribution, property registration, post-supply management, property management, supervision and management of the third limited housing.

According to the above documents, the "three-limited housing" refers to the affordable housing provided by the government with preferential policies, raised for construction according to relevant standards, limited apartment size, limited scope of use and disposal rights, and implemented the property rights of the government and the off-taker, which is supplied to families without housing in this city that meet the prescribed conditions, and belongs to * * * property housing.

Southern financial reporter noted that the essence of three-limited houses is also commercial housing. The winning bidder pays 50% of the total price to buy 50% of the property rights, and the other 50% of the property rights are held by Dongguan state-owned Dongshi Group, which is called "buying a house at half price". In addition, the three-limit housing also enjoys the same public service rights and interests as ordinary commodity housing, such as education, medical care, household administration, pension, housing provident fund and so on.

At the same time, the "Rules" pointed out that the three-limited houses will be allocated in two stages, the first stage is directional allocation, and the second stage is public lottery allocation. After the first phase of directional distribution, if there are any remaining houses, the second phase of public lottery distribution will be carried out for the buyers who meet the basic conditions of the sales target in Zhenjie (Park). If there are still surplus houses, accept applications from people who meet the basic conditions in this city.

The "Rules" also stipulates that a family can only buy a set of three-limit housing. The purchase process of three-limited houses is: announcement-online shopping-lottery sorting-qualification examination-sequential house selection-house purchase confirmation.

In fact, this is not the first time that Dongguan has put forward the concept of three-limited housing. In August last year, Dongguan issued the "Pilot Scheme for the Construction and Distribution of Three Limited Houses (* * * Property Houses) in Dongguan", and plans to build three limited houses (* * * Property Houses) in five towns including Chang 'an, Humen, Fenggang, Tangxia and Da Lang. The building area is limited to 70-80 square meters, and the apartment type is 2 rooms, 2 halls 1 toilet or 3 rooms.

In June this year, Dongguan Public Resource Trading Center issued a tender announcement to invite tenders for the sales agency services of three price-limited housing projects, namely Dongshiqikang Garden, Dongshiqijing Garden, Dongshiqihui Garden and Dongshiqisheng Garden. According to the bidding documents of sales agency service, the first sale of Diwang Shiqisheng Garden of Humen Third Co., Ltd. is expected on June 22nd 10, and the other three price-limited housing projects will enter the market in the second half of this year.
