From the government's point of view, these problems are related to the imperfect legal system of property management in residential quarters formulated by the government, the low degree of systematization of property management administrative institutions, the lack of government guidance on the public's concept of property management, and the lack of government support for property management industry associations. Therefore, from the point of view of public management, the government should act as the guide of the multi-governance system of residential property management, the maker of the legal standard system of residential property management and the supporter of the development of other residential property management subjects (property service enterprises, owners' committees, etc.). Compared with the role played by the government, the government should improve the legal system of property management in residential quarters to regulate the behavior of property service enterprises and owners (or owners' committees), support the development of property service enterprises, support the development of autonomous organizations such as owners' committees and residents' committees in residential quarters, and finally build a harmonious community with property service enterprises and owners.
