If some bidders are not familiar with the business of preparing the pre-tender estimate, the design unit and the construction unit can help to prepare it, or the design department and the construction unit can jointly form a bidding advisory group to undertake the business of preparing the pre-tender estimate by the bidders. The pre-tender estimate shall not be higher than the total investment approved by the project. (3) Bid. Generally, it is divided into several steps, such as bidding and submission of bid letter, bid opening, bid evaluation and award. (4) Sign the project contract. The bidder shall sign the lump sum contract with the tenderer according to the contents specified in the letter of acceptance. After the contract is signed, it shall be supervised by relevant parties. The contract can be notarized by the local notary unit and subject to legal supervision; Administrative supervision can also be carried out by the competent construction department and the Construction Bank.
