Hainan Property Fee Charging Standard Vacant Houses in 2022:

1. If the vacant house has not been occupied for more than 6 months in a row, it can enjoy the property fee reduction;

2. For the vacant property that has not been occupied for a long time for more than six months after the owner has checked in, and the vacant property that has not been used for a long time after moving in, the owner shall file a written record with the property service enterprise and pay 70% to 90% of the agreed or agreed service standard. The specific proportion shall be formulated by the local price and real estate management department:

(1) stipulates the payment time of the property fee, starting from the time when the owner takes over the house and turns over the key. If he hasn't checked in since he bought the house, he still has to pay the property fee according to the relevant regulations.

(2) When moving in, the owner signed a property entrustment agreement with the property management company, and the owner should pay the property service fee according to the property service contract. The owner signed it, clarifying the obligation to pay the property fee. Failure to pay is a breach of contract;

(3) If the property fee is not paid, the property will sue the owner who has not paid the fee, and the result of the prosecution is to pay the property fee and pay the late payment fee.

Legal basis: Article 944 of the Civil Code of People's Republic of China (PRC).

The owner shall pay the property fee to the property service provider as agreed. If the property service provider has provided services in accordance with the agreement and relevant regulations, the owner shall not refuse to pay the property fee on the grounds that he has not accepted or does not need to accept the relevant property services.

If the owner fails to pay the property fee within the time limit in violation of the agreement, the property service provider may urge him to pay it within a reasonable period of time; If the payment is not made within a reasonable period, the property service provider may bring a lawsuit or apply for arbitration.

The property service provider shall not stop power supply, water supply, heat supply and gas supply to demand payment of property fees.
