Chapter I General Provisions Article 1 In order to strengthen and standardize the construction and management of parking lots, create a smooth, orderly, civilized and safe traffic environment, and improve the efficiency of urban operation, these measures are formulated in accordance with the Road Traffic Safety Law of the People's Republic of China, the Measures for the Administration of Parking Lots in Hebei Province and other relevant laws, regulations and rules, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the planning, construction and management of parking lots in built-up areas of cities and towns (hereinafter referred to as cities) within the administrative area of this Municipality.

Other relevant provisions of the state, province and this Municipality shall apply to the planning, construction and management of public transport, road passenger and freight transport vehicles and other parking lots. Article 3 The term "parking lot" as mentioned in these Measures refers to indoor and outdoor (including underground) places where motor vehicles and non-motor vehicles are parked, including public parking lots, special parking lots, temporary parking lots, road parking spaces and non-motor vehicle parking spots.

Road parking spaces refer to temporary parking spaces for motor vehicles legally set by the traffic administrative department of the public security organ and the comprehensive administrative law enforcement department of urban management within the scope of urban roads, including driveway parking spaces and sidewalk parking spaces.

Non-motor vehicle parking spots refer to the parking spots for the public to park non-motor vehicles in the back area, sidewalks and squares of buildings facing the street. Article 4 The planning, construction and management of parking lots follow the principles of scientific planning, classified policies, government guidance, market operation, equal emphasis on construction and management, intensive development, reform and innovation, and support and guarantee. Fifth Municipal People's government unified leadership of the city's parking lot management, establish and improve the coordination mechanism of parking lot planning, construction and management.

County (city, district) people's governments shall coordinate and organize the implementation of parking lot management within their respective administrative areas, and study and solve major problems in parking lot planning, construction and management.

The Town People's Government and the subdistrict offices shall assist in the parking management within their respective jurisdictions and guide the residents' committees to implement the parking management regulations. Article 6 The traffic administrative department of the public security organ shall be responsible for the examination, filing, supervision and inspection of parking lot setting; Responsible for setting and canceling parking spaces in the roadway (under the stage); Participate in the planning and construction of parking lots; In violation of the relevant provisions of the parking lot management, will be punished.

Natural resources and planning departments are responsible for the planning and approval of parking lots; Punish the behavior of building a parking lot in violation of the planning approval requirements of these measures.

The comprehensive administrative law enforcement department of urban management is responsible for setting up and revoking sidewalk (platform) parking spaces; Responsible for the setting and management of non-motor vehicle parking spots; Penalties will be given for acts that violate the relevant provisions of the parking lot management of these measures.

The market supervision and management department is responsible for the supervision and inspection of motor vehicle parking service charges; Penalties will be given for acts that violate the relevant provisions of the parking lot management of these measures.

The competent pricing department is responsible for the formulation and dynamic adjustment of parking lot charging standards managed by the government.

Housing and urban and rural construction, finance, administrative examination and approval, auditing, taxation, transportation, state-owned assets, gardens, commerce, health, education, sports, civil air defense, emergency management, fire rescue and other administrative departments shall, according to their respective responsibilities, do a good job in parking lot management. Seventh to encourage unlicensed operation, unauthorized enclosure of parking lots to collect parking fees, illegal occupation of public places to set up private parking spaces (fields), illegal parking operations and other acts to report; Carry out voluntary activities to maintain parking order; Improve the self-discipline management of trade associations. Chapter II Planning and Construction Article 8 The natural resources and planning departments shall, in accordance with the overall land and space planning, regulatory detailed planning and comprehensive transportation planning, and in combination with the needs of urban construction and development, organize the preparation of special parking lot planning in conjunction with the departments of development and reform, housing and urban and rural construction, public security and comprehensive administrative law enforcement of urban management, and implement it after being approved by the people's government at the same level.

The planning and construction of parking lots should follow the principles of reasonable layout, taking into account local conditions and long-term considerations, make full use of underground, aboveground and aboveground spaces, scientifically determine the construction scale and standards, and connect with the urban transportation system.
