The first report in the series of electric vehicles in Du Nan, through visiting more than 20 communities in Guangzhou, found that 40% of the communities occupied evacuation routes and safety exits, and in a few communities, electric vehicles flew to charge and went upstairs to the home. The reason is that the equipment in the special parking and charging place is insufficient, which leads to confusion. In some old communities, it is difficult to build special charging places due to insufficient congenital conditions. Even in a residential area with centralized charging facilities, there may be a dilemma that the demand cannot be met.

In addition, poor community management and residents' weak awareness of fire safety are also very important factors. The community has not paid enough attention to the management of electric vehicles. Some residents have stopped electric vehicles and moved electric vehicles or batteries home to charge them. This is a fluke. However, frequent reports of electric vehicle fires show that safety risks may be hidden around.

Difficulties in building charging piles: different site conditions, active consciousness.

The Regulations on Fire Control in Guangdong Province, which came into effect in May this year, pointed out that the departments concerned such as natural resources, housing and urban and rural construction should guide and urge the construction units to set up centralized parking and charging places for electric bicycles and motorcycles, configure charging facilities that meet the safety requirements of electricity consumption, and take fire separation measures. Property owners, managers or users of existing construction sites shall set up or transform centralized parking and charging places for electric bicycles and electric motorcycles in accordance with fire control technical standards.

The above provisions also pointed out that if it is impossible to set up centralized parking and charging places for electric bicycles and electric motorcycles, property service providers should strengthen the fire safety management of electric bicycles and electric motorcycles in the management area.

However, how easy is it to build a centralized charging place?

Southern Reporter's survey found that the conditions and measures of different types of communities vary widely. The yangguang building near 13 line is an old building with poor management. Next to the downstairs of the community, there is only a narrow alley with several electric cars parked. There is no special parking place around, and there is no place to charge.

In the residential area of Yangguang Building, several electric cars are parked in the narrow alley downstairs.

Leyiju Community, located in Changxing Road, Tianhe District, had a fire in June 5438+ 10 this year, and an electric car on the overhead floor was burned down. 65438+ 10, the reporter visited the community, and almost every building had electric cars lying around; The residential property responded that the electric vehicle charging station has been planned. "There are still open spaces in residential areas, which are expected to be completed after the year. In August, the reporter visited the community and found that many staircases, safety exits and evacuation passages were full of electric vehicles, and the parking density was high. The reporter also didn't see any new charging places for electric vehicles.

In Leyiju Community, the phenomenon of vehicles stopping and swinging still exists.

In Dexingyuan Community visited by the reporter in late July, the property recently announced that it will rebuild and build a parking charging point in XiaoBeiyuan. It is understood that the community is a commercial and residential building planned and built more than 20 years ago, and there is no reserved parking and charging position for electric vehicles. Because the media reported the accidents caused by electric vehicles many times, the owners also "strongly demanded that electric vehicles should not enter elevators and residential areas, so according to the suggestions of government departments and most owners, they chose a site for renovation. The final quotation for decoration is more than 40,000, which needs to be shared by the owners.

Can the charging pile meet the demand? The proportion in some communities is very low.

At the end of July, Southern Reporter also visited Huaying Garden Community in Tianhe District. This residential area is shabby and scattered. The reporter saw that electric cars were parked at the door downstairs, and some were parked in the open space and roadside downstairs. In an underground garage, both cars and several rows of electric cars are parked. The reporter noticed that due to the limited conditions in the community, there are not many places for car parking, and many places directly park on internal roads.

Therefore, the parking and charging of electric vehicles are more lack of management. An owner told reporters that if he lives on the first floor, he usually parks his electric car downstairs near the door. "I don't pay attention to electric vehicles, and I haven't heard of plans to build a centralized charging place. The reporter went to Huaying Community Property Service Center to understand the situation, and the staff also responded that the area did not have the construction conditions. However, Southern Reporter saw electric bus charging piles outside Huaying Garden and with another community. Many electric vehicles are parked next to the charging pile, and the charging method is wiring. There are only 12 charging interfaces here, which seems to be far from enough for the charging needs of nearby electric vehicles.

Around Huaying Garden, public charging piles have 12 interface.

On July 30th, the reporter visited Christina House and Kangyiju Butterfly Dance Hall in Qifu New Village, Panyu District. In the evening of June 65438+1October 65438+July this year, an electric car parked in the yard of a resident on the first floor caught fire, and the fire was put out in time, causing no casualties.

According to the reporter's understanding, in July of 20 19, Qifu New Village set up 16 high-speed charging piles in groups, which were distributed in various areas of the community. Each place can charge six electric cars at the same time, all of which are wired. Among them, there is also a place in Diewuxuan Eighth Street, which is just across the street from Kangyi Sixth Street where the fire broke out. Ms. Liu, a resident, said that the number of charging piles is still small and the proportion is low compared with the big community praying for blessings. "It's a bit far for me, but it's still a little troublesome.

In Qifu New Village, each charging pile can charge six electric vehicles at the same time.

A large number of residential quarters have no property management, and charging equipment cannot cover them.

The gap in charging facilities is also reflected in the overall data of Guangzhou. It is understood that at the beginning of this year, the survey data of CPPCC members showed that the number of electric vehicles in Guangzhou exceeded 3 million. According to Lan, executive director of Guangdong Electric Vehicle Chamber of Commerce, this figure is about 4 million. Lan previously revealed to the media that the number of electric vehicles and charging equipment in residential buildings should be kept at 5: 1, and the minimum requirement is 10: 1. According to its preliminary calculation, 80% to 90% of Guangzhou's social needs should not be met.

In an interview with Southern Reporter, He Xumo, vice president of Guangzhou Property Management Industry Association, provided a set of data: there are about 8,400 residential quarters in Guangzhou, of which about 3,500 are managed by professional property enterprises. In these communities, nearly 2,500 have installed centralized charging devices, accounting for about 70%. This year, we will continue to improve the coverage of charging equipment, which is expected to reach more than 80%. The remaining 20% property management communities are difficult to implement due to limited space or opposition from owners.

He Xumo mentioned that a large number of other communities without professional property management cannot be covered because the main body of regional owners is not clear and it is difficult for charging pile suppliers to find suitable partners.

There have been 169 electric car fires in Guangzhou this year, and the first floor and stairwells of residential buildings are frequent.

When interviewed by reporters, residents of some communities said that "others are the same, and there is no way. The security personnel in individual communities said, "There are so many electric cars that they can't be managed at ordinary times. The manager of a residential area in Liwan even said that the electric car can be taken home upstairs. In fact, it is full of fire hazards to park electric vehicles at random in stairwells and safety exits, or to take them upstairs and charge them at home. The reporter conveniently retrieved the relevant cases of electric vehicle fire:

On July 8, in a high-rise residential building in shaxi town, Zhongshan, Guangdong, a resident brought the battery of an electric car indoors and charged it on the balcony, which caused the battery to catch fire and ignited the combustible materials on the balcony. On May 17, a fire accident occurred in Longgang, Shenzhen, Guangdong Province, which was caused by illegal cable charging of battery cars. Two electric cars were parked at the scene, less than 5 meters away from them, and two children were playing. After the "flying line" connected outdoors swayed slightly, the electric car immediately emitted smoke and began to burn after about 30 seconds. Residents passing by the electric car found a fire and quickly evacuated the scene with two children. The fire spread, instantly surrounded the whole car, and soon ignited another car.

A fire broke out in a six-story building in Deqing County, Zhaoqing City, Guangdong Province in the early morning of May/KLOC-0. The fire broke out on the first floor. The fire was caused by an electric car, which ignited the gas bottle stored on the first floor. On March 17, several electric cars parked in the stairwell of a building in Huicheng District, Huizhou, Guangdong Province caught fire, and the fire spread from the first floor along the stairs to the top floor. According to preliminary understanding, the fire was caused by the charging of electric vehicles.

The fire department has repeatedly reminded not to modify electric vehicles without authorization, and not to charge them indoors or in flying lines. In July, Du Nan reporter learned from Guangdong fire department that according to incomplete statistics, 960 electric vehicle fires were reported in Guangdong this year, resulting in two deaths, all of which were caused by electric bicycles being charged. There were 2 fatal fires, including Zhuhai 1 and Guangzhou 1. The fire that killed people in Zhuhai occurred in the early hours of this morning, and the batteries of electric vehicles were charged at home.

Longgang, Shenzhen, a fire accident caused by illegal cable charging of battery cars.

Nandu reporter also learned from the fire department of Guangzhou that there have been 169 electric vehicle fire accidents in Guangzhou this year. Electric car fires often occur on the first floor of residential buildings, stairwells and repair shops. From the cause of fire, battery failure and spontaneous combustion are the main causes of electric vehicle fires, accounting for 42.60% and 24.85% of the total number of electric vehicle fires respectively; However, battery cell failure, short circuit, overcharge and circuit failure are the root causes of electric fire in electric vehicles. There were 39 fires in July, an increase of 5.4 1% compared with June. Electric car fires mostly occur at night and in the early hours of the morning, and people are sleeping, and it is difficult to escape because of the late fire.
