Specific contents of the patrol regulations of urban people's police

Article 1 These Provisions are formulated for the purpose of ensuring that the urban people's police perform their duties according to law, maintaining public safety and public order, and providing rescue services to citizens.

Article 4 The people's police shall perform the following duties in patrol duty:

(a) maintaining public order in the police district;

(two) to prevent and stop violations of public security management;

(3) Preventing and stopping criminal acts;

(four) alert the scene of public safety emergencies, to guide the masses and maintain order;

(5) Participating in handling illegal assemblies, processions and demonstrations;

(six) to participate in the disposal of disasters and accidents, maintain order and rescue personnel and property;

(7) maintaining traffic order;

(eight) to stop acts that hinder state staff from performing their duties according to law;

(nine) to accept the citizen's alarm;

(ten) to persuade and stop civil disputes in public places;

(eleven) to stop the behavior of mental patients and drunken people;

(twelve) to guide pedestrians, help people who are suddenly injured, sick and in distress, and help the disabled, the elderly and children who have difficulties;

(thirteen) to accept the goods and try to return them to the owner or send them to the collection and claim department;

(fourteen) patrol the security situation in the police area, prompting the relevant units and residents along the street to eliminate hidden dangers;

(fifteen) the discipline of picketing the people's police;

(sixteen) the people's police to perform other tasks prescribed by laws and regulations.

Article 5 The people's police shall exercise the following functions and powers in patrol duty according to law:

(1) Questioning persons suspected of committing crimes and checking suspicious vehicles and articles;

(2) Checking the identity cards of residents;

(3) An active criminal, a major criminal suspect or a fugitive may be detained in advance or take other compulsory measures according to law;

(four) to correct violations of road traffic management;

(5) Those who violate the administration of public security may be punished in accordance with the Regulations of the People's Republic of China on Administrative Penalties for Public Security;

(six) in hunting, rescue, emergency rescue and other emergency situations. , you can give priority to the use of organs, organizations, enterprises, institutions and individual citizens' means of transportation and communication. After use, it shall be returned in time, and appropriate expenses shall be paid, and compensation shall be paid for the damage caused;

(seven) to exercise other functions and powers as prescribed by laws and regulations.

Sixth in the patrol duty in case of important circumstances, it should be reported immediately. Situations, incidents and accidents that require emergency measures should be handled in advance.

Cases, incidents and accidents that need to be investigated shall be handed over to the competent department of the public security organ for handling.

Seventh people's police patrol duty must do:

(a) wearing police uniforms, armed belts, guns, police equipment and communication tools;

(two) fulfill their duties, abide by the law;

(three) strict law enforcement, impartial, not beyond or abuse of power;

(four) code of conduct, civilized duty, polite to others.

Article 8 The people's police shall accept the supervision of citizens when performing patrol tasks; Citizens who find that the people's police have violated laws and regulations in patrol duty have the right to lodge complaints and report.

Article 9 State organs, organizations, enterprises, institutions and citizens shall support patrol officers in performing their official duties, obey the management of patrol officers, and shall not hinder patrol officers in performing their official duties according to law.

Article 10 The public security departments and bureaus of all provinces, autonomous regions and municipalities directly under the Central Government may, in accordance with these Provisions and in light of local actual conditions, formulate detailed implementation rules.

Article 11 These Provisions shall come into force as of the date of promulgation.
