Object of implementation-In accordance with the principle of unified policy and step-by-step implementation, this time, the residential water consumption of urban permanent residents (one household, one meter user) directly measured by Changzhou Water Supply Company will be implemented in a step-by-step water price system, and other users will not implement the step-by-step water price system for the time being, and then organize the implementation accordingly when conditions are ripe. Step-by-step water price system-the domestic water consumption of urban residents in our city is divided into three levels according to the resident population of the family. 5. Free electricity consumption for vulnerable groups: A monthly free electricity consumption base of 15 kWh is given to every household of urban and rural "low-income households" and rural "five-income households". In the way of "paying back as soon as it is received", the power supply enterprise will calculate the electricity bill receivable in the current month after deducting the corresponding free electricity from the first step of the meter reading month according to the family list of "low-income households" and "five-income households" regularly provided by the civil affairs department. 6. Electricity price of consolidated users: For consolidated users who have not implemented "one household, one meter", the power company should immediately carry out "one household, one meter" transformation. For merged users who are clearly unwilling to carry out the transformation of "one household, one meter" and subordinate merged users who are temporarily unconditionally transformed by enterprises and institutions, the electricity price will be increased by 2 points per degree.
