The certificates of department managers and administrators of property management enterprises shall be collected by the project construction committees (office buildings) of all provinces, autonomous regions and municipalities directly under the Central Government, and the project construction committees (housing management bureaus) of cities under separate state planning shall be unified to the personnel and education department of the Ministry of Construction, and all training institutions shall apply to the education department and real estate department of the local project construction committees (office buildings).

The training institutions with the training qualification of property management enterprise managers uniformly recognized by the Ministry of Construction are responsible for the specific issuance and unified numbering of the certificates of property management enterprise managers. The first four digits of the number are the training institution code (otherwise specified), and the last six digits are numbered sequentially from "0000 1".

The local construction and education departments shall, jointly with the real estate departments, be responsible for issuing and uniformly numbering the certificates of managers of property management enterprises within their respective administrative areas.
