On behalf of all owners, the owners' committee has the right to decide on all major issues related to the property. The owners' committee implements the decisions of the owners' congress.

The owners' committee shall perform the following duties:

(a) to convene a meeting of the owners' congress and report on the implementation of property management;

(twenty-one) failing to establish the credit information of the owners' committee according to the regulations;

(22) actively cooperate with public security organs, sub-district offices, relevant departments of township (town) people's governments and community neighborhood committees to do a good job in family planning, floating population, dog management and other related work;

(twenty-three) shall not engage in activities unrelated to property management in the name of the owners' committee, and shall not organize or participate in any business activities. Its members and their close relatives shall not serve in property service enterprises and institutions that provide property services for builders.

At the same time, according to the relevant provisions of China's Property Law, the owners' assembly and the owners' committee have the right to require the perpetrator to stop the infringement, remove the danger, remove the obstruction and compensate for the losses in accordance with laws, regulations and management regulations for acts that damage the legitimate rights and interests of others, such as dumping garbage at will, discharging pollutants or noise, raising animals illegally, building illegally, occupying passages and refusing to pay property fees. Owners who infringe upon their legitimate rights and interests may bring a lawsuit to the people's court according to law.
