Can you pay the property fee at 70% for the blank room?

A few days ago, netizen Shuai Xue Jun consulted the Municipal Development and Reform Bureau about the property management fee of rough houses. He asked whether Huizhou rough houses (not renovated but not occupied) could pay 70% of the property management fee according to relevant regulations.

In this regard, the Municipal Development and Reform Bureau responded that the collection of vacant housing property fees is divided into two situations. One is that as a property buyer (owner), the property has been repossessed but has not yet moved in, or the construction unit has delivered the property but the owner has not repossessed it, so it is necessary to pay the property service fee according to the contract. Article 41 of the Regulations on Property Management in Guangdong Province stipulates that "after the construction unit delivers the property, the property buyer shall pay the property service fee according to the agreement in the commercial housing sales contract". Therefore, if the development enterprise has delivered the building in accordance with the contract, the owner should also perform the contract and pay the property management fee in full.

The other is the property that has not been sold or sold in the property management area but has not been delivered to the property buyer. The Regulations on Property Management in Guangdong Province also stipulates that "the property service fee shall be paid in full by the construction unit according to the standards of similar properties in the property area".

At the same time, the Municipal Development and Reform Bureau reminded that the competent price department of our city has liberalized the management of ordinary residential property services since 20 15 10 1, and property service enterprises and owners will collect relevant fees according to the contract.
