Can the owners' committee collect property fees?

You can't. According to the information in Article 57 of the Property Management Regulations, the owners' committee shall not collect property management fees in any form. Property management fees are charged directly to the owners by the property service enterprises according to the contract, and the owners' committee is not an institution with the right to charge. The collection and use of property management fees shall be based on the property management contract and the resolution of the owners' meeting.
