Public interests divorced from the private interests of specific types and groups of civil subjects are certainly not legitimate public interests. Because an abstract public interest that has nothing to do with anyone cannot be justified. Public interest is a universal concept with extensive extension, which should be distinguished from national interest, local interest, collective interest and public welfare. Although these concepts are not clearly defined, they cannot be used to express public interests.

Of course, we should think that these concepts and public interests are a kind of cross-relationship. In this way, it should be required that the extension objects of public interest are diverse or multifaceted, and whether they contain rich elements and meanings of these concepts is worth considering. In addition, public interest is also an abstract concept with a wide extension, and its attributes or relationships should also match the elements in the above concepts that should be distinguished, that is, it may reflect national, local, collective and welfare, so as to fully reflect public interest.
