Regulations of Yichun Municipality on the Administration of City Appearance and Environmental Sanitation

Chapter I General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation and create a clean, orderly, beautiful, civilized and livable city environment, these Regulations are formulated in accordance with the Regulations of the State Council Municipality on the Administration of City Appearance and Environmental Sanitation and other relevant laws and regulations, and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the urban built-up areas within the administrative area of this Municipality and the urban management areas designated and announced by the people's governments at or above the county level. Third city appearance and environmental sanitation management adhere to the principles of unified leadership, graded responsibility, territorial management and public participation. Article 4 The people's governments of cities and counties (cities, districts) shall strengthen their leadership over the work of city appearance and environmental sanitation, incorporate the cause of city appearance and environmental sanitation into the national economic and social development plan, and incorporate the funds required for city appearance and environmental sanitation into the government budget.

The people's governments of cities and counties (cities, districts) shall promote the digital management of cities and establish the information sharing mechanism of city appearance and environmental sanitation management. Fifth city and county (city, district) city appearance and environmental sanitation departments responsible for the administrative area of city appearance and environmental sanitation management.

The management of city appearance and environmental sanitation in economic development zones, industrial parks, new urban areas and areas designated and announced by the people's governments at or above the county level shall be the responsibility of the management institutions determined by the people's governments of cities and counties (cities, districts).

The relevant departments of the people's governments of cities and counties (cities, districts) shall, within the scope of their respective duties, do a good job in the management of city appearance and environmental sanitation.

Township people's governments and sub-district offices are responsible for the management of city appearance and environmental sanitation within their respective jurisdictions, and coordinate, guide and supervise the relevant units and individuals to do a good job in city appearance and environmental sanitation.

Village (neighborhood) committees shall assist the Township People's governments and sub-district offices to carry out the management of city appearance and environmental sanitation, timely discover and report the problems existing in the city appearance and environmental sanitation work in this area, and cooperate with relevant departments to deal with them. Article 6 All units and individuals shall maintain city appearance and environmental sanitation, cherish environmental sanitation facilities and respect the work of city appearance and environmental sanitation staff; Have the right to dissuade, complain and report violations of city appearance and environmental sanitation management regulations and damage to environmental sanitation facilities, and supervise the administrative law enforcement of city appearance and environmental sanitation. The competent department of city appearance and environmental sanitation shall establish a complaint acceptance and feedback system. Seventh city and county (city, district) people's government should strengthen the publicity and education of city appearance and environmental sanitation laws, regulations and scientific knowledge, and enhance citizens' awareness of maintaining city appearance and environmental sanitation. Chapter II System of Area of Responsibility for City Appearance and Environmental Sanitation Article 8 The system of area of responsibility shall be implemented in the management of city appearance and environmental sanitation. The responsible person shall be responsible for the city appearance and environmental sanitation work in the responsible area. Ninth city appearance and environmental sanitation responsibility area and responsible person shall be determined in accordance with the following provisions:

(a) primary and secondary roads, bridges, underpasses, footbridges, public squares, public toilets, urban public green spaces and other public areas, by the city appearance and environmental sanitation management unit.

(two) the implementation of property management in residential areas, responsible for the signing of property service contracts; Residential areas, back streets, alleys and other areas where property management is not implemented shall be the responsibility of the Township People's governments and sub-district offices.

(three) the management area of organs, organizations, schools, troops, enterprises, institutions and other units shall be in charge of this unit.

(4) Airports, railway stations, docks, bus stops (spots), parking lots, bazaars, shopping malls, supermarkets, hotels, restaurants, convention and exhibition venues, tourist attractions, parks, culture, sports, entertainment and other places shall be in the charge of business managers.

(five) the land to be built is the responsibility of the land use right holder or manager; The construction unit is responsible for the construction site. Unable to determine the construction unit, the construction unit is responsible for.

The area of responsibility is controversial or the responsible person is not clear, which is decided by the local county (city, district) city appearance and environmental sanitation department; If the responsibility across administrative regions is not clear, it shall be determined by the competent department of city appearance and environmental sanitation at the next higher level. Tenth city appearance and environmental sanitation responsible person shall perform the following duties:

(a) to keep the city clean and tidy in the area of responsibility, and there is no violation of the provisions of the construction, stacking, stall, parking, posting, graffiti, hanging, splashing and other acts;

(two) to keep the environment in the area of responsibility clean and tidy, without garbage, muck, feces, sewage, odor and other pollution. ;

(three) in accordance with the provisions of the environmental sanitation facilities, keep clean and in good condition;

(four) the responsibility of city appearance and environmental sanitation agreed with the competent department of city appearance and environmental sanitation;

(five) other city appearance and environmental sanitation responsibilities as stipulated by laws, regulations and rules.

The responsible person shall discourage and stop the acts that violate the provisions on the administration of city appearance and environmental sanitation in the responsible area; Discourage and stop ineffective, it shall report to the competent department of city appearance and environmental sanitation. Chapter III Urban Appearance Management Article 11 The people's governments of cities and counties (cities, districts) may formulate local urban appearance standards according to the national urban appearance standards, combined with the needs of local urban development and the requirements of urban planning.
