Chapter I General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation and create a clean, orderly, beautiful, civilized and livable city environment, these Regulations are formulated in accordance with the Regulations of the State Council Municipality on the Administration of City Appearance and Environmental Sanitation and other relevant laws and regulations, and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the urban built-up areas within the administrative area of this Municipality and the urban management areas designated and announced by the people's governments at or above the county level. Chapter II System of Area of Responsibility for City Appearance and Environmental Sanitation Article 8 The system of area of responsibility shall be implemented in the management of city appearance and environmental sanitation. The responsible person shall be responsible for the city appearance and environmental sanitation work in the responsible area. Ninth city appearance and environmental sanitation responsibility area and responsible person shall be determined in accordance with the following provisions:

(four) the responsibility of city appearance and environmental sanitation agreed with the competent department of city appearance and environmental sanitation;

(five) other city appearance and environmental sanitation responsibilities as stipulated by laws, regulations and rules.

The responsible person shall discourage and stop the acts that violate the provisions on the administration of city appearance and environmental sanitation in the responsible area; Discourage and stop ineffective, it shall report to the competent department of city appearance and environmental sanitation. Chapter III Urban Appearance Management Article 11 The people's governments of cities and counties (cities, districts) may formulate local urban appearance standards according to the national urban appearance standards, combined with the needs of local urban development and the requirements of urban planning.
