The official planning of the airport park will focus on creating "one core, one piece, two axes and one belt". "One Core" will take Changning Road-Beizhai Road as the main axis, and build a portal sign area in its north and south quadrants. Through the comprehensive development of urban functions in the plot, the airport area will form an important landscape and functional logo in the shaping of regional image, making it the first landmark portal that the hub can perceive when it enters Changning District through Beizhai Road. "One piece" is the area facing the air in the north, which is mainly used to build the headquarters enterprise gathering area.

The "two axes" are the development axes of Tianshan West Road and Outer Ring Road respectively. Zheng Da Life Museum, private city, digital China and other original projects were rebuilt along Tianshan West Road, and Hongqiao Central Park in the 400-meter forest belt around the west was built. Combined with the road landscape construction along the road, a new urban landscape belt is formed, which is an important external traffic trunk road to show the new look of the airport Hongqiao headquarters park. The axis of the outer ring road mainly relies on the construction of forest belts on both sides 100 meters and the construction of landscape landmark buildings in surrounding plots, forming a continuous urban interface of Shanghai West Gate and showing the new image of Changning.
