Its manifestations are various, such as inviting others to take care of it, arranging consumption activities, making phone calls, sending text messages, visiting at home, entrusting or instructing intermediaries to intercede, and holding social activities. Giving souvenirs or distributing various publicity materials to delegates privately during the election period; Participate in or help others to canvass for elections, and so on.

Second, in the voting and election activities stipulated by law, in violation of organizational principles, engage in unorganized activities, organize, encourage and induce others to vote. Here, it mainly refers to organizing, encouraging and inducing others to vote in the voting process stipulated by law, not carrying out the organizational intention and violating the organizational intention. It infringes on citizens' right to vote and the national election system, and at the same time destroys the party's organizational system. This kind of behavior is extremely destructive to make the party's ideas become the will of the state through legal procedures and the candidates recommended by party organizations become the leaders of state organs through legal procedures.

Third, conduct other activities that violate party constitution and other party internal laws and regulations and relevant articles of association during the election period. In addition, there is no plot requirement in the main characteristics of non-organizational activities such as canvassing and helping elections, which reflects the clear attitude of party organizations to severely crack down on and severely punish the above behaviors.

Anyone found to have canvassing behavior should be dealt with seriously. If the canvassing is found before the start of the recommendation work and verified, it shall not be included in the list of recommended candidates; If it is found and verified during the inspection, the inspection qualification will be cancelled; If it is found and verified after the inspection, if it has been listed as a candidate, its candidate qualification will be cancelled, and if the appointment decision has been made, the appointment decision will be cancelled; At the same time, informed criticism should be put on record as an important basis for evaluating the use of cadres in the future. If the circumstances are serious, he shall be removed from his current post or ordered to resign, and further adjustment and demotion shall be made according to the situation. It shall not be promoted within two years after being dealt with by the organization. Should be given disciplinary action, transferred to the discipline inspection and supervision organs. If canvassing is found in the election and verified, it shall be handled in accordance with relevant laws and regulations.

Participating in and helping others to canvass votes is also a serious violation of organizational and personnel discipline, and the act of canvassing for yourself should be dealt with accordingly. Serious criticism and education should also be given to those who intend to canvass for banquets, accept gifts from canvassers or participate in consumption activities arranged by canvassers.

Personnel departments and cadre inspection teams at the organizational level should conscientiously do a good job in accepting reports, announce reporting channels such as telephone numbers, and take measures to facilitate the masses to reflect problems. Give full play to the supervisory role of publicity, and in the publicity notice of cadres' inspection objects, whether the inspection objects have canvassing behavior is listed as an important content of reporting.

It is necessary to establish a special system to reflect the canvassing problem in the adjustment of cadres, deal with it quickly and strictly, and carefully check the canvassing problem reflected by the masses. Where the circumstances are specific and the clues are clear, it is necessary to complete the report within a time limit. Among them, the report received during the inspection of cadres should be settled before the end of the inspection work.

Those who organize canvassing for bribes, or those who use public funds to canvass for bribes, shall be given a heavier or heavier punishment.
