What does not belong to the scope of housing quality complaints? The complainant did not contact the warranty responsibility unit in advance to solve the problem through consultation; The complainant has no ownership relationship with the property right of the complained house, and has not been entrusted by the property owner; Has entered judicial or arbitration proceedings; Unnamed or anonymous complaints; Exceeding the warranty period or not covered by the warranty; Involving economic compensation, or putting forward disputes and demands other than quality such as returning goods and changing houses; In the project acceptance, the developer or user arbitrarily changes the housing structure, use function and improper decoration; Planning, property, municipal and public facilities; Other laws and regulations clearly stipulate complaints that do not belong to the category of engineering construction quality defects. According to China's laws and regulations on housing quality, the construction unit is responsible for organizing the implementation of the project completion acceptance. After the completion of the project, the construction unit shall organize the completion acceptance after receiving the completion report of the construction project. The construction unit is the first responsible person for housing quality.
